fix(web): do not render an empty software page#3219

Instead of rendering a blank page, display an informative message. While this may not be what the user expects, it is significantly more helpful than showing nothing. This change covers a weird corner case where a proposal is not yet ready and there is no associated software progress.

There is a weird corner case for which Agama is rendering an empty software page.

Solution
Display an informative message instead of rendering nothing when the software proposal is not ready.
Notes
This change would help to check if Agama is reaching a situation in which there is neither, no software proposal nor software progress. Improvements are expected later.
