Problem
Having optional flag in AutoSelected resolvables cause many confusions as it is seen as dependencies that can be user desected, but it is in fact resolvables that is mandatory if they are in repository.
Solution
Refactored the optional flag to skip_if_missing across the agama-software crate to clarify that it controls whether the unavailability of a resolvable is a fatal error during installation.
Changelog entry is not needed.
