Fix WeatherFlow websocket crash when data payload is None

Proposed change

The WeatherFlow Cloud websocket handlers crash with AttributeError: 'NoneType' object has no attribute 'device_id' when the websocket delivers a None data payload. This causes wind-related sensors (wind direction, gust, lull, speed, average, sample interval) to become permanently unavailable.

The fix guards both the rapid wind and observation websocket handlers against None payloads, skipping the update instead of crashing.
