When mise verifies a GitHub release's attestations, it passes as soon as any one of them verifies. If the others were skipped because the Sigstore trust root couldn't be fetched, nothing said so, and the debug line added in #14035 labelled the cause "attestation signature verification failed".

Reported in #14033: in a sandbox that blocks tuf-repo-cdn.sigstore.dev, installing github:DeusData/codebase-memory-mcp@0.11.0 printed

INFO github:DeusData/codebase-memory-mcp@0.11.0 [3/4] ✓ GitHub artifact attestations verified

The two GitHub-internal attestations verified against the embedded root. The two public-good Sigstore ones (SLSA provenance and SBOM) need the TUF fetch, failed, and were never mentioned.

What changes

  • A failure to load the Sigstore or GitHub TUF trust root is now its own error (AttestationError::TrustRoot) instead of being folded into a signature failure, including when GitHub's root is loaded as a retry after the embedded root rejects a bundle. Debug output for those attestations reads "could not load the TUF trust root needed to verify the signature".

  • When verification passes while some attestations were left unchecked for that reason, mise logs one warning:

WARN 2 GitHub attestation(s) were not checked because a TUF trust root could not be loaded; verification passed on the remaining attestations. This usually means the Sigstore or GitHub TUF repository (tuf-repo-cdn.sigstore.dev and tuf-repo.github.com by default) is unreachable, or a configured mirror served invalid metadata; run with -v for details

  • The direct GitHub API path now logs each failed attestation at debug level too, and warns about trust-root failures. It still stops at the first attestation that verifies, so it only reports failures from bundles tried before that one. Previously it dropped them silently.

Whether an install succeeds is unchanged: one verified attestation still passes. Only attestations that failed for a trust-root fetch reach warn. A tampered or mismatched bundle stays at debug, since a bad bundle next to a good one is not something the user can act on. The log text never includes the underlying error string, which can contain mirror URLs or credentials.

Validation

  • cargo test -p mise-sigstore --lib passes. New tests check that an unreachable TUF repository produces a TrustRoot error with the new summary, that the GitHub retry keeps that category (and keeps other failures as verification errors), and that the warning fires once and only when something was skipped. Invalid-metadata failures share the TrustRoot category but are not exercised by a test.
  • cargo clippy -p mise-sigstore -p mise-util --all-targets -- -D warnings is clean.
  • I did not reproduce the full install from the discussion, because no public-good Sigstore bundle fixture exists in the repo.

Note

Medium Risk
Changes attestation error classification and user-visible warnings during GitHub release verification; install pass/fail rules are unchanged but operators may see new WARN lines when TUF is blocked.

Overview
Trust-root fetch failures are now separate from signature verification failures, so users can tell when attestations were skipped because Sigstore/GitHub TUF metadata could not be loaded.

Adds AttestationError::TrustRoot and maps TUF load errors in production_trusted_root / github_tuf_trusted_root. Bundle and GitHub source verification count those failures, log per-attestation debug diagnostics (without the old “cached” wording), and emit one WARN when verification still succeeds but some attestations were unchecked. The embedded→GitHub TUF retry path preserves TrustRoot when the retry fails for that reason.

Tests add a process-global TUF_ROOT_LOCK, coverage for unreachable TUF URLs, retry error typing, and the aggregated warning behavior.

Summary by CodeRabbit

  • Bug Fixes
    • Sigstore attestation checks now distinguish trust-root loading failures from other verification failures, providing clearer diagnostic messages.
    • If an attestation is skipped because its TUF trust root cannot be loaded, a warning explains the issue and names possible causes. No warning appears when no attestations are skipped.
    • Verification can still succeed when one attestation is skipped if another verifies successfully.
    • GitHub attestation failure messages no longer describe verification as cached.

…trust root is unreachable

A TUF fetch failure was classified as a signature failure, and when another
attestation verified it was never reported at all. Give trust-root fetch
failures their own error, say so in the debug diagnostics, and warn once when
verification passed with attestations left unchecked. Also log per-attestation
failures on the direct GitHub API path.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Preserve TrustRoot for TUF root-load failures.

When embedded verification fails and the GitHub TUF root cannot load, preserve the TrustRoot variant while retaining both error details. The verification loops count only TrustRoot errors, so a later successful attestation can otherwise suppress the intended warning.

This affects classification and warning output only. It does not make an attestation pass without signature verification.

RetriggerConfidence Score: 5/5

[Medium risk] Adds trust root error handling and diagnostic warnings.

The PR appears safe to merge; no actionable new issues remain.

Summary

The PR distinguishes TUF trust-root loading failures from signature failures and warns when verification succeeds despite those skipped attestations.

  • Changes since the last review only reformat the tokio feature list. No new issues found.
  • The previous GitHub retry finding is fixed: TrustRoot survives the retry, and the warning names both TUF repositories.
  • jdx explicitly retained the direct API path’s first-success return to avoid extra fetches and checks. Later bundles remain unchecked by design.

…tHub TUF retry

When the embedded GitHub root rejected a bundle and fetching GitHub's TUF root
also failed, the retry helper rewrapped the failure as a verification error, so
it was not counted and no warning appeared. Preserve the TrustRoot category and
name both the Sigstore and GitHub TUF repositories in the warning.

… problem

TufConfig loading can also fail on invalid or expired metadata, for example
from a misconfigured mirror. Say the trust root could not be loaded, name an
unreachable repository as the usual cause rather than the only one, and point
at -v for details.

Test the bundle aggregator’s partial-success warning path.

Pass a TrustRoot-failing bundle before a valid bundle to verify_attestation_bundles, then assert success and exactly one warning with the skipped count. Existing tests check retry error preservation and call the warning helper directly; neither exercises the aggregator, so dropping the count or its success-path warning call would pass.

Run a bundle that needs an unreachable Sigstore TUF root ahead of a valid GitHub
release attestation through the attestation aggregator and assert it still
passes with exactly one warning carrying the skipped count. Serialize the tests
that load the real Sigstore root against the one that overrides the global TUF
URL, and make the partial-success test use the embedded-root fixture so it no
longer needs the network.
