Add a quality_scale.yaml file for the airnow integration to document
its current quality scale status. This integration has no existing quality
scale file and is not marked as internal, making it eligible for this addition.
Note: Claude AI was used to assist in drafting this quality_scale.yaml file. The contents have been reviewed and verified against the integration source code.

Hi @joostlek, I've addressed all the required changes:

Reverted strings.json (those changes are in the merged Add data_description to airnow config flow strings #169783)
Set config-flow-test-coverage: todo
Set async-dependency: done and inject-websession: done
Added comment to entity-device-class about the ozone sensor
Removed quality_scale: bronze from manifest and added airnow back to INTEGRATIONS_WITHOUT_SCALE so hassfest passes without declaring a tier yet
