Proposed change

Bumps teltasync to 0.3.0, which includes a fix to accommodate for older API versions shipped in some Teltonika devices (e.g. RUT240, see issues linked below).

This PR also includes the necessary changes to fall back to the MAC address as the unique identifier during autodiscovery when the discovered device does not provide a unique ID in its unauthorized endpoint.

Due to the breaking nature of the upstream change, this PR needs to be combined for both the bump and the changes on the HA side.
