release(jetbrains): v7.1.3entry - Keep the JetBrains user-facing fixes (fix(jetbrains): show a changes badge for uncommitted worktree work #13636, fix(jetbrains): rescale Agent Manager list rows on IDE zoom #13635, fix(jetbrains): open the worktree row popup only for pull requests #13676) and any CLI/runtime changes that actually ship with this plugin
- Rewrite remaining items as user-facing bullets, matching the 7.1.3 style
