Should we just land this and do a release of 0.20? It'd allow rust-analyzer to update to the new cycle handling.

A release would also be beneficial to astral-sh/ruff#43 since Ruff depends on 87bf6b6 which is not yet released. Releasing recent changes on crates could allow Ruff to switch to a crates dependency on salsa rather than a git dependency, which removes a blocker to Ruff itself being published on crates.
