Description

This PR updates jcb-algorithms and jcb-gdas hashes and adds in J2 templates for JCB to generate YAMLs for the ioda-stats OOPS application to create summary/binned stats for cycling experiments.

The updated jcb-algorithm and jcb-gdas hashes are for the stats capability. As such, they should not impact existing functionality (ie, the stuff outside stats processing).

The additions to the aero, atmos and snow jcb-base.yaml.j2 are similar with differences for the mode (aero, atmos, snow). The additions are for the stats capability. They should not impact existing functionality.

I think the changes were tested in their source branches and found to behave as expected.
