apps/web is a client-only Vite app with no React Server Components, so "use client" does nothing. 51 files still carried it, mostly old shadcn/coss template copies in components/ui, and agents copy it from neighbouring files into new ones. It came up in review on #21960.

This removes every directive. components.json already sets "rsc": false, so the shadcn CLI won't add them back.

No behavior change. Validated with vp lint and vp fmt on the changed files and the apps/web typecheck.
