Problem

Dialogs usually clear the state they display in the same update that closes them. Base UI keeps the popup on screen for its exit animation, so the closing dialog re-renders with empty or default content and snaps mid-fade. The stack merge confirmation is the starkest current case: cancelling "Merge 2 pull requests?" turns it into "Rebase 3 pull requests?", with the rebase warning, an extra row, and a "Rebase stack" button, while it fades out. The commit dialog also wipes its typed message and file selection mid-fade.

This has been fixed one dialog at a time several times:

• #16907 (merged): default-branch confirmation keeps its copy while closing, after #13921
• #6234: PR merge confirmation stays stable while closing
• #5199 and #7495: per-dialog onOpenChangeComplete cleanup across commit, add provider, Projects Search and other dialogs
• #5169 (merged): command palette stays mounted for its closing transition

Each fix needs the dialog to separate visibility from payload and clear state in onOpenChangeComplete. New dialogs keep missing it.

Fix

DialogPopup, AlertDialogPopup, and SheetPopup now hold the last children they rendered while open and keep showing them until the popup unmounts. Callers can clear state whenever they like; the popup can't show it.

• Base UI syncs a controlled open prop into the popup's state one render late, so the render that clears the content would still look open. The Dialog, AlertDialog, and Sheet roots pass their open prop to the popup through context, so it switches to retained content in that same render.
• keepMounted sheets opt out. RightPanelSheet stays mounted while closed and its RightPanelTabs reacts to open (keyboard handling moves out of the closing panel, from #14786), so its content must stay live.
• Two per-dialog workarounds are now redundant and removed: the default-branch confirmation from fix(web): default-branch confirmation keeps its copy while closing #16907 and the network access confirmation each kept a separate open flag and cleared their payload in onOpenChangeComplete. Both open from their payload again. The confirm dialog and relay install stores keep their closing states, which also gate queued or concurrent requests until the exit finishes.

Before / After

Stack merge confirmation on the middle layer of a three-PR stack. Stills are taken 1 s after Cancel with the exit slowed to 20 s so the closing frame is readable; the real exit is 200 ms.

Validation

• Dev check of both simplified dialogs with the exit slowed to 3 s: default-branch Push (Abort, Escape, and Push to main, which pushed to a local remote) and network access with a stubbed desktop bridge (Cancel, Escape, Restart and enable through "Restarting…", then fresh Disable copy). Text sampled across each fade stayed identical until unmount.
• GitActionsControl and ThreadDetailsPrRow browser tests, GitActionsControl.logic and ConnectionsSettings.logic pass; vp lint and vp fmt on the changed files, apps/web typecheck.

Web only. Desktop wraps the same components. Mobile uses native sheets and is unaffected.
