fix(web): show idle server updates on environment controls

Idle server updates occupy an above-composer banner even though the environment control already identifies the server. Move the idle notice into that control: an up-arrow marks the affected server, hover shows both versions, and clicking the static chip or the picker’s final action uses the existing update/confirmation/manual-command flow. Pending updates keep the control reachable in narrow layouts and when composer context persistence is off.

Running and failed updates retain their status banners and retry/dismiss behavior. Automatic balancing retains its aggregate banner, and Settings keeps the existing update entry point.

This is the single-layer maintainer replacement for #11999, credit to @t3dotgg for the original notice consolidation. Compared the entire original diff: current main already supersedes its settled/snoozed and compaction presentation, so those changes and their obsolete helpers were not carried forward. The remaining server-update behavior was rebuilt around current controls and ServerUpdateAction rather than copying the old subscription/trigger helpers.

Validation at 395b12c124:

• Focused tests: main’s 122 cases → 128 across four existing files (seven behavioral additions; one retired banner-helper case removed). All seven new cases failed against unchanged production before the fix.
• Web typecheck, targeted lint/format, and five scoped React Compiler cases pass. No repository-wide checks run locally.
• One independent full-diff review round, Claude Opus 5.5 and Codex GPT-6 Sol: no blocking findings. Removed the dead helper identified by Opus; the remaining copy/tooltip nits are nonblocking. A project-less draft intentionally has no environment chip until a project is selected; Settings remains reachable.
• Integrated Linux web client: actual base f0fb0e8525 and implementation 832539b405, same state/1280×800 viewport; final cleanup only deletes the unused helper/test and leaves the captured UI code identical. Also exercised sole-primary non-Git draft at 360px, both-version tooltip, and manual-copy success notification. A stopped isolated projection fixture proves the existing non-Git thread mount with persistence off; repeated that client pass and recorded the copy flow on final head 395b12c. Settings → Connections also still exposes the existing manual-copy action. No agent or actual update/restart was run.
• Remaining verification limits: actual Electron upgrade/relaunch, macOS/Windows, native iOS/Android, remote/relay/tunnel reconnection, and real multi-environment/automatic/running/failed state transitions. Focused browser tests cover picker selection, desktop confirmation/cancel/dispatch, unsupported desktop, command variants and permission behavior; those are not claims of full-app or real-host upgrade proof. Browser clipboard read permission was denied; the app’s copy success notification and existing clipboard tests are the available proof.

Current-head executable CI is green, including web/server tests, build/typecheck and lint. Macroscope correctness and approvability passed. Unmerged; central coordinator owns landing.
