test(web): remove duplicate change request parser tests

what changed

removed the complete parsechangerequesturl suite from the web openpullrequestlink test file, totaling 8 tests and 102 lines.

why these tests were useless

apps/web/src/lib/openpullrequestlink.ts does not implement this parser. it directly imports and re-exports parsechangerequesturl from @t3tools/shared/changerequesturl. the removed web suite retested that shared implementation through the re-export.

its github, github enterprise, gitlab, self-hosted gitlab, bitbucket, azure devops, trailing-path, and invalid-url cases are already covered by the canonical packages/shared/src/changerequesturl.test.ts suite. that canonical suite is stronger because it also covers forgejo authority handling and github hosts with middle dns labels. web-specific project matching and link-opening tests remain intact.
