Description

In addition to what the title says, I turned on the early cycle for the gfsv17 prototype test to increase the coverage of the ci.
The early cycle still fails but for reasons unrelated to this bugfix. I'll turn on the early cycle in the CI after #3439 is resolved.

@aerorahul , I'll need to update the gdas # before this can be tested. I'll do so after the code changes have been reviewed.

Just a note here, but PDY will not be defined here when we go to ops. It comes from setPDY called in jjob_header.sh.
We will have some work to do here, but its fine for now.
