I have a cycle that included these fixes and all archives are either running or succeeded. (The gfs arch tars is running a lot longer than before -- perhaps b/c we have the hourly output + full 384 forecast, but should be unrelated to this).

This prevents the htar and hsi wrappers from echoing commands (i.e. from
set -x) so that external commands do not produce extraneous output when output to variables.Resolves #3581
