Restore retained branches or recreate a removed branch from the project's current checkout, and fail explicitly when recovery cannot succeed. Keep GOAT's workspace lease, deadline, cloud preflight, and interruption behavior. Upstream: 0604547a3ae7bca2e5cad1c17b40be5de17dd2cc (#18359)
Apply the required chase rename pass to existing source control and palette fixtures so the branch-wide residue gate stays clean.
Rename search shorthands and GitHub head-repository names alongside their repository references so the required chase normalization preserves the fixtures' behavior.
Extract delegated completion merging, effect execution policy, and worktree recovery into GOAT modules. Move shared test fixtures out of oversized test files while keeping the regression cases in place, and lower the affected file budgets.

Share connection observations and established session identities so empty reads surface the retry failure while cached answers stay available. Retry folder reads and adapt pull request pagination recovery to GOAT's existing hook. GOAT does not yet have upstream's fresh asset URL hook, so its hunks are omitted. Probe long-resume sessions before replacing them. Fresh public host checks bypass caches and omit browser credentials; inbound frames protect slow live sockets, with route-specific silence and probe budgets. Keep GOAT's local silence allowance, foreground handoff exception, suspended attempt fencing, preparation budgets, and existing retry paths across clients. Promoting a queued message past unstarted compaction cancelled startup correctly, but recovered the cancelled /compact request as a context handoff on the promoted prompt. The two existing integration regressions first turn red in chase merge 5a9569e (#1982). Exclude compaction commands from missed-input recovery, retaining ordinary undelivered requests, native-thread boundaries and resume-fallback ordering. Keep the selection in a GOAT-owned helper so ProviderTurnStartService stays within its file budget. Preserve the existing regression expectations. Validation: SteeringCompletion.integration.test.ts changes from 2 failed / 22 passed on the dev base to 24 passed. Changed-file format and lint checks and the server package typecheck pass. No broader local suites were run.

Lands the rest of upstream chase cycle 261028 (T3 Code
f0dd86f164..36d4d711b7, manual selection) as one pull request. The individual bundle PRs each passed an independent gpt-6.1-sol review, but landing them one by one kept re-queuing CI and re-reviewing after every dev merge, so at the user's request their CI was cancelled and they are combined here and squash-merged once.Included bundle PRs (merged in dependency order: B11 before B26/B41, B23 before B25/B39, B27 before B29):
