Closes chase card 10.017 now that all 42 bundles of cycle 261028 are in dev (27 bundle PRs plus the combined #1982). The card gets the PR list and what was not verified, moves to
_fin, and the MOC and 000 move the content reviewed-through to upstream36d4d711b7; merge-base stays2c592a108because manual cycles squash.Verification: relative links in the changed docs resolve;
devlog/_chase/scan.sh --no-fetch --deltaok;node scripts/goat-rename.ts --check0 lines.NOT RUN: CI (docs only; merged directly at the user's request to stop chase CI).
