Problem
When Material 3 is enabled on Android, toggling a CheckBox/Switch inside a ScrollView (within a NavigationPage or Shell) causes the AppBarLayout surface color to flicker between its lifted and non-lifted states on every toggle, especially after the page has been scrolled.
Root cause
AppBarLayout.liftOnScroll auto-detects the first scroll-flagged sibling as its scroll target. With MAUI's nav hosting, that target is the outer FragmentContainerView (not the inner MauiScrollView). FragmentContainerView.canScrollVertically() always returns 0, so on every layout pass shouldLift() evaluates inconsistently — every CheckBox/Switch state-change animation triggers a layout pass that flips lifted state, producing a visible flash of scrolledContainerColor.

Issue detail:
When Material 3 is enabled on Android, toggling a CheckBox or Switch that is inside a ScrollView causes the AppBarLayout surface color to flicker.
Root Cause
AppBarLayout.liftOnScroll auto-detects FragmentContainerView as the scrolling target. Its canScrollVertically() always returns 0, so every layout pass triggered by CheckBox/Switch animations causes shouldLift() to flip — producing a visible flicker between lifted and non-lifted surface colors.
Description of Change
Explicitly set AppBarLayout.LiftOnScrollTargetViewId to the actual scrollable view (MauiScrollView or MauiRecyclerView), bypassing the broken auto-detection. The fix is gated behind RuntimeFeature.IsMaterial3Enabled - zero behavioral change when M3 is disabled.

AppbarLayoutExtensions.cs — Shared helper that manages the lift-on-scroll target for both MauiScrollView and MauiRecyclerView. Handles:
