Valid empty assistant turns could still trigger fallback, extra generations and connection cooldown after #16091, especially in JSON, combos and the optional empty-turn retry. A Codex Responses turn with reasoning followed by a normal completion reproduced five generations; the same HTTP test now completes with one.

The executor boundary now associates an internal response policy with the selected endpoint and observes the native terminal before translation. JSON/SSE responses, combos, deduplication and response wrappers preserve that state. Supported endpoints cover official OpenAI Chat, Anthropic Messages, Codex Responses, OpenRouter Chat and documented Azure Responses/Anthropic resource paths. A client header or a stop synthesized from EOF cannot grant the exception; unknown origins, incomplete streams, empty Claude blocks and native errors retain their guards. The existing Antigravity exemption remains separate.

Validation

  • Real POST /v1/chat/completions route tests use isolated databases, stored synthetic credentials, provider executors and mocked outbound transport. RED→GREEN pairs cover JSON, combo fallback, native Responses/Claude JSON, stop_sequence, empty Claude blocks, deduplication, and retry with reasoning. Test hashes were preserved for each before/after pair. The final HTTP suite has 23 passing cases, checking generation counts and healthy connection/model state.
  • Importer selection covers 126 distinct files. The initial 124-file run reported 1,083 tests: 1,081 pass / 2 fail / 0 skipped. Both failure records come from one pre-existing source-shape assertion and its containing test in chat-correlation-id-exhaustion.test.ts; the same assertion was reproduced on pure base 02f2f00e7654ae19b9f930728c4e1bd22a4870d7.
  • After the retry delta, six affected/related files (including two additional siblings) passed 84/84. After bounding the Azure hostname expression, policy/wrapper regressions passed 29/29. These are overlapping runs, not an additive test total or a claim that all 126 files ran together after every edit.
  • Passed: final core typecheck, dashboard baseline gate, canonical changed-file ESLint, both complexity gates, file-size, test-discovery, and check:docs-all. Independent Standards and SPEC reviews found no remaining blocking defect; the existing isTrustedEmptyTurn name now returns a deferred check and remains a nonblocking naming follow-up.

⚠️ base-red inherited: #15306 — changelog-integrity fails on the unrelated existing 15173-codebuddy-intl-provider.md fragment missing its leading bullet, reproduced on the pure base. The correlation source-shape assertion above is also inherited.

Limits

Tests do not contact real provider accounts or reproduce the reporter's deployment/token totals. The policy uses the response URL when retained, otherwise the effective request URL supplied by the executor; it does not attest redirects hidden by an executor wrapper. Variants outside the matrix, including Claude thinking-only plus strip-reasoning, are not certified. Full release-green, build/package acceptance and remote CI remain separate qualification steps.

The verified contract and reproduction command are documented in docs/routing/EMPTY_TURNS.md. Leave #16072 open until this PR is merged and integration validation is complete.

Azure provenance regression coverage

Three positive cases now cover normal empty terminal responses from Azure OpenAI Responses and Azure AI Services Responses/Anthropic endpoints. All original negative assertions are retained. A loader-only mutation disabling Azure recognition leaves the previous ten tests green but fails all three new cases; normal production passes 13/13. Two related wrapper/HTTP files pass 29/29 using the existing egress-probe test seam and blocked external sockets; no production code or gate policy changed.

The PR source-test, assertion-preservation and evidence checks, focused ESLint and Prettier pass locally. The former 14→13 assertion-site failure is resolved by this behavior coverage, without an allowlist or threshold change. Full hosted CI remains a separate check.

The #16072 empty-turn provenance must follow the provider Response onto the wrappers
chat.ts and chatHelpers.ts return. Instead of nesting inheritEmptyTurnPolicy() around
inheritProviderProbeResponse() at both call sites (+4 / +1 lines in frozen files), the
pair now lives in src/sse/handlers/chat/responsePolicies.ts::inheritResponsePolicies().

chat.ts stays at its tip size (2696) and chatHelpers.ts drops one line (1282).
