fix(i18n): translate Codex paid-credit controls in Burmese and Filipino

Codex paid-credit controls and quota statuses still appeared in English in the Burmese and Filipino catalogs. The same block pushed both locales above the translation-ratio limit. Translate all 11 messages in each locale, including the complete explanation of when quota preflight and limit policy are both disabled.

This changes 22 existing message values and one changelog fragment. Existing keys, ICU arguments, Codex/OpenAI/Spark names, and all bytes outside those values are preserved. The source English, ratio algorithm, baseline and allowlist are unchanged.

Validation

Validation on release source 7510677f2f8f5317f1947284dab650d01333915d:

• Official ratio gate: Burmese RED 292/13530 = 2.2% → GREEN 282/13530 = 2.1%; Filipino RED 521/13530 = 3.9% → GREEN 511/13530 = 3.8%. The same commands and thresholds were used before and after each locale change.
• The complete ratio gate now passes all 66 locales. Metrics for the other 64 locales are unchanged.
• Existing ratio-gate unit tests: 4/4 pass. Prettier, test discovery, file-size, changelog integrity against the release source, and whitespace checks pass.
• Official UI-key coverage: all 66 locales have 13,744/13,744 keys (100%), with no missing keys or placeholders; unchanged 80% threshold. Completed in 322.643 seconds.
• Maintainer validation of this exact cumulative snapshot: core and dashboard typechecks, cyclomatic and cognitive-complexity gates all pass. Independent SPEC and Standards review found no blockers; all three file hashes remained unchanged.

This addresses the translation-ratio failure within the broader release-green issue. Other tracked release failures are outside this patch; these results do not assert that the release or full CI is green.
