Block Editor: PR 24: Convert the typography controls to TypeScript

What?

See #67691. Part of the effort to convert @wordpress/block-editor to TypeScript, stacked on #84847.

Converts the typography controls, from LineHeightControl to the font size utilities and withFontSizes, plus their tests and stories, to TypeScript.

Why?

The typography panel and hooks render these controls, so they come before them.

How?

• Declares the withFontSizes setters field with declare, which emits nothing:

  declare setters: FontSizeSetters;

• Keeps the index that some passes in place of an attribute name, as before:

withFontSizes still rejects a component with a required label and setFontSize: (size: number) => void, which is compatible with the injected setter. It also accepts fontSize: { size: number }, even though the injected size can be unset or a string. Could we check that the injected values fit the wrapped prop types,?

Fixed in 19d8684. The HOC now checks the other way round: each injected value must fit the prop type the component declares , so setFontSize: ( size: number ) => void passes and fontSize: { size: number } fails. Type tests cover both.
