Description

Add Go module and golangci-lint configuration to bootstrap the Terraform e2e test directory and enable Go code quality tooling.

Closes #332
Related: #290 (go.mod sub-task)

Context

Phase 2 deliverables from the Go Toolchain Prerequisites, unblocking Phase 3 work (CI workflow #331, npm script #334, Codecov flag).

Design Decisions

go.mod ships without dependencies

The module is intentionally bare. Dependencies (Terratest, testify) will be added alongside actual test code. go mod tidy requires .go imports to resolve.

golangci-lint config at repo root (deviates from #332)

Issue #332 specifies infrastructure/terraform/e2e/.golangci.yml. Placed at the repo root instead because golangci-lint walks up from the working directory to discover config. A root-level config automatically covers any future Go code without per-directory duplication and follows standard Go community convention.

golangci-lint v2 format (deviates from #332)

The installed version is golangci-lint v2.11.3 (via go:1 devcontainer feature). The v1 config syntax from the issue body fails with unsupported version of the configuration. Adaptations:
