Description

dependency-pinning-artifacts/ is gitignored in full today, so it doesn't exist in the tree and nothing explains what it's for.

scripts/security/Test-DependencyPinning.ps1 creates the directory at runtime when running under the github platform and copies the dependency-pinning report into it — the GitHub Actions upload-artifact step in .github/workflows/dependency-pinning-scan.yml then picks the file up from that stable local path.

This PR:

  • Narrows the .gitignore entry from dependency-pinning-artifacts/ to dependency-pinning-artifacts/* plus !dependency-pinning-artifacts/README.md, so runtime artifacts continue to be ignored but the README is tracked.
  • Adds dependency-pinning-artifacts/README.md explaining the directory's purpose, who writes to it, and where to find the actual report.

Closes #143.

  • npx markdownlint-cli2 dependency-pinning-artifacts/README.md → 0 errors (using the repo's .markdownlint-cli2.jsonc with the existing MD025 config that counts frontmatter title: as the H1, so the README opens with a paragraph rather than a duplicate # Heading).
  • npx markdown-table-formatter dependency-pinning-artifacts/README.md → "No markdown table formatting has been applied."
  • git check-ignore spot-check confirms dependency-pinning-artifacts/foo.json is still ignored (runtime artifacts stay out of git) while dependency-pinning-artifacts/README.md is tracked.
  • Did not run the repo's PowerShell-based frontmatter validator locally (no pwsh available); the frontmatter uses only optional fields from base-frontmatter.schema.json (no docs/**-specific schema applies outside docs/).

Add a README.md to dependency-pinning-artifacts/ so the directory is
tracked with at least one file and its purpose is documented.
scripts/security/Test-DependencyPinning.ps1 creates the directory at
runtime (when running on the github platform) and drops the
dependency-pinning-report file into it so GitHub Actions'
upload-artifact step has a stable local path.

The .gitignore is narrowed from dependency-pinning-artifacts/ to
dependency-pinning-artifacts/* plus a negation for the README, so the
README is tracked but runtime artifacts (the report file) continue to
be ignored.

Closes microsoft#143.
