Description

Switch PostgreSQL Key Vault secret creation from azurerm_key_vault_secret to azapi_resource in infrastructure/terraform/modules/platform/postgresql.tf so private-only Key Vault deployments do not depend on the Key Vault data plane. Update the PostgreSQL secret output reference in infrastructure/terraform/modules/platform/outputs.tf to match the new resource.

This fixes Terraform apply failures in private-only deployments where Key Vault public network access is disabled.

Disclaimer:

  • Redis was intentionally left unchanged. This PR is scoped only to the PostgreSQL secret path that was failing.

Validation performed:

  • terraform validate passed
  • terraform apply -var-file=terraform.tfvars was tested successfully in a dev environment
