#### Description
Fixes an issue where the Kafka receiver would block on shutdown.

There was an earlier fix for this issue
[here](open-telemetry#32720).
This does solve the issue, but it was only applied to the traces
receiver, not the logs or metrics receiver.

The issue is this go routine in the `Start()` functions for logs and
metrics:
```go
go func() {
        if err := c.consumeLoop(ctx, metricsConsumerGroup); err != nil {
		componentstatus.ReportStatus(host, componentstatus.NewFatalErrorEvent(err))
	}
}()
```

The `consumeLoop()` function returns a `context.Canceled` error when
`Shutdown()` is called, which is expected. However
`componentstatus.ReportStatus()` blocks while attempting to report this
error. The reason/bug for this can be found
[here](open-telemetry/opentelemetry-collector#9824).

The previously mentioned PR fixed this for the traces receiver by
checking if the error returned by `consumeLoop()` is `context.Canceled`:
```go
go func() {
	if err := c.consumeLoop(ctx, consumerGroup); !errors.Is(err, context.Canceled) {
		componentstatus.ReportStatus(host, componentstatus.NewFatalErrorEvent(err))
	}
}()
```

Additionally, this is `consumeLoop()` for the traces receiver, with the
logs and metrics versions being identical:
```go
func (c *kafkaTracesConsumer) consumeLoop(ctx context.Context, handler sarama.ConsumerGroupHandler) error {
	for {
		// `Consume` should be called inside an infinite loop, when a
		// server-side rebalance happens, the consumer session will need to be
		// recreated to get the new claims
		if err := c.consumerGroup.Consume(ctx, c.topics, handler); err != nil {
			c.settings.Logger.Error("Error from consumer", zap.Error(err))
		}
		// check if context was cancelled, signaling that the consumer should stop
		if ctx.Err() != nil {
			c.settings.Logger.Info("Consumer stopped", zap.Error(ctx.Err()))
			return ctx.Err()
		}
	}
}
```

This does fix the issue, however the only error that can be returned by
`consumeLoop()` is a canceled context. When we create the context and
cancel function, we use `context.Background()`:
```go
ctx, cancel := context.WithCancel(context.Background())
```
This context is only used by `consumeLoop()` and the cancel function is
only called in `Shutdown()`.

Because `consumeLoop()` can only return a `context.Canceled` error, this
PR removes this unused code for the logs, metrics, and traces receivers.
Instead, `consumeLoop()` still logs the `context.Canceled` error but it
does not return any error and the go routine simply just calls
`consumeLoop()`.

Additional motivation for removing the call to
`componentstatus.ReportStatus()` is the underlying function called by
it, `componentstatus.Report()` says it does not need to be called during
`Shutdown()` or `Start()` as the service already does so for the given
component, [comment
here](https://github.com/open-telemetry/opentelemetry-collector/blob/main/component/componentstatus/status.go#L21-L25).
Even if there wasn't a bug causing this call to block, the component
still shouldn't call it since it would only be called during
`Shutdown()`.

#### Testing
Tested in a build of the collector with these changes scraping logs from
a Kafka instance. When the collector is stopped and `Shutdown()` gets
called, the receiver did not block and the collector stopped gracefully
as expected.

#### Description
Adding json handling for the `api/v2/series` endpoint. The datadog api
client libraries use json messages, however only protobuf messages are
currently supported in the` api/v2/series` endpoint, so requests fail
with `proto: illegal wireType 6`

If `Content-Type: application/json` is set, then we handle the json
message. Otherwise, we handle the protobuf message.

#### Testing
Added test with a json metric payload that now passes.

Additionally, I also tested these changes in my own image and confirmed
that the datadog api client libraries can now successfully ship metrics
to the `api/v2/series` endpoint.

I also confirmed with the following curl:

```
curl -X POST \
  -H "Content-Type: application/json" \
  -H "DD-API-KEY: your_api_key_here" \
…Too Large (open-telemetry#36396)
<!--Ex. Fixing a bug - Describe the bug and how this fixes the issue.
Ex. Adding a feature - Explain what this achieves.-->
#### Description
Limit the bulk request size to roughly `flush::bytes` for sync bulk
indexer.
Sync bulk indexer is used when `batcher::enabled` is either true or
false. In order words, sync bulk indexer is not used when batcher config
is undefined.
  Change `flush::bytes` to always measure in uncompressed bytes.
Change default `batcher::max_size_items` to `0` as bulk request size
limit is now more effectively enforced by `flush::bytes`.
<!--Ex. Fixing a bug - Describe the bug and how this fixes the issue.
#### Description
The load balancing exporter's k8sresolver was not handling update events
properly. The `callback` function was being executed after cleanup of
old endpoints and also after adding new endpoints. This causes exporter
churn in the case of an event in which the lists contain shared
elements. See the
[documentation](https://pkg.go.dev/k8s.io/client-go/tools/cache#ResourceEventHandler)
for examples where the state might change but the IP Addresses would
not, including the regular re-list events that might have zero changes.
#### Description
This pull request introduces a new configurable parameter
`reporter_period` for the Datadog exporter’s host metadata
configuration. This enhancement allows users to specify the frequency at
which host metadata is sent to Datadog. The changes span multiple files
and include updates to configuration, factory methods, and test cases.
Enhancements to Datadog exporter:
*
[`.chloggen/add-configurable-reporter-period-for-host-metadata.yaml`](diffhunk://#diff-e3e3c57c49d2a921abc8470bccafabf4d632b0dc142eb3e95b3b6fac57107a11R1-R27):
Added a changelog entry for the new `reporter_period` parameter.
*
[`exporter/datadogexporter/examples/collector.yaml`](diffhunk://#diff-766be9823b8ec8b8de17e2c6c785d9f93e13b5a7e84ff441040077ab5e726a79R452-R456):
Added documentation for the new `reporter_period` parameter in the
…ent call (open-telemetry#36482)
<!--Ex. Fixing a bug - Describe the bug and how this fixes the issue.
Ex. Adding a feature - Explain what this achieves.-->
#### Description
The `govmomi` client used in the receiver attempts to validate the
connection to vcenter before the existing code sets the TLS options
(other than insecure) in the client. This is a limitation of the
`govmomi` wrapper, as discussed on this issue:
vmware/govmomi#1200 .
