Removes a now-unneeded Clippy expectation and adjusts an inline comment in the arena allocator (bump.rs) so the code no longer triggers clippy::unnecessary_safety_comment, continuing the cleanup started in #21210.

Changes:

• Drop clippy::unnecessary_safety_comment from the file-level #![expect(...)] list.
• Reword a //SAFETY:-style comment that was not directly attached to an unsafe block, avoiding the lint trigger.
