ci: one routing source, RUNNER_POOLS, and the reconciler that keeps it live - #27129
Leo, 2026-10-28: "Bro, I thought we already had logic to automatically route stuff. How can we still have pins like this? I hate pins. Like, just pin the set of the stuff that isn't hilariously slow. Like most of what GitHub has is hilariously slow. We can't be using them."
And, on the pins that stayed: "Where the f*** are the generalized solution to all these fing problems that these incessant fing pins?"
Why
Every workflow writes its own runner label today: about 600 runs-on lines name a literal Blacksmith size, a hosted image or a single label, usually as the fallback after ||. When one label stops starting jobs, nothing moves those jobs: the overflow switch probes one label (4 vCPU) and flips a dozen variables, and a literal after || never reads them. On 2026-10-28 the 16 vCPU Linux label started nothing from about 22:12Z while 32 vCPU served, and about 1,300 runs sat queued. Tonight a nightly signer job sat on a dead 4 vCPU fallback the same way.
What (this PR: the routing source and its reconciler; no job reads it yet)
One variable.RUNNER_POOLS holds each pool's live member as JSON. Jobs will read fromJSON(vars.RUNNER_POOLS).<pool>; fromJSON of an unset variable fails the workflow at once, so a missing route is a red run instead of a job queued forever.
One writer.scripts/ci/runner_pools.py, run by the overflow probe's watch job every 10 minutes after the switch, with the switch token it already mints (manaflow-glaeda-route; no new credential or permission). It only chooses. Liveness comes from per-label start evidence: the switch's per-label health CI_CLOUD_LABEL_HEALTH (ci(overflow): probe the 32 and 16 vCPU Linux sizes; trip only when none starts #27121 probes every Linux member, 32 and 16 vCPU, never the 4 vCPU label), read live through the API; and the janitor snapshot's pools (a Blacksmith label whose oldest queued job waited 10 min, simple_pool_picker.blacksmith_stalled()) plus dead_labels once ci(janitor): move jobs off a runner label that stopped starting jobs #27114 lands. The snapshot's starved/unserved describe owned glaeda-* labels, never pool members, so they are not read. It points each pool at its first unmarked member and writes only on a change. A mark expires after 30 min unless seen again; a label seen starting a job clears at once. With every member marked, the pool keeps its first. A malformed RUNNER_POOLS (any field off-schema) is rewritten from runners.json, never crashed on.
This merges; its first scheduled watch creates RUNNER_POOLS.
Conversion PRs by workflow group, on main and feat-cmux-next: every literal label in runs-on (fallbacks after || and matrix values included) becomes a pool read. Pickers keep their outputs first; their fallback becomes the pool.
The PR that converts the last reader of LINUX_RUNNER/MACOS_RUNNER_* retires the switch's variable flipping; until then both run side by side.
The lint (tests/test_ci_runner_set.py) lands with the last part: it fails on any label literal in runs-on, with two trust-boundary exceptions matched by exact shape: the fork-owner branch (github.repository_owner != 'manaflow-ai' && 'ubuntu-24.04': forks have no Blacksmith) and the fork pull request literal (a fork PR may not read a variable that could name an owned Mac). The CI_TRUSTED_RUNNER allowlist selectors stay as they are, exempted by the exact shape validate-cla-policy.rb checks, and so do signing jobs (a signing secret plus a literal ephemeral label, the rule-7 classifier), which move through the signing picker instead.
With #27114: its dead-label re-dispatch re-runs jobs queued on a dead label. Once jobs read RUNNER_POOLS, the re-run lands on the pool's next member, and the pool members are the declared set it routes within.
Overlap: #27022 and #27121 change the watch job; this PR adds one step to it and no longer touches cloud_overflow_switch.py. Until #27121 lands, CI_CLOUD_LABEL_HEALTH is unset and only the janitor snapshot is evidence.
Risk
Low. Nothing reads RUNNER_POOLS yet. The new step writes one repository variable with an existing token; on any failure it logs and the switch's outcome is unchanged (the step runs after it).
Tests
tests/test_ci_runner_pools.py (new, ci guard group): declared pools are valid and name no reused machine; evidence is read from a recorded real janitor snapshot (22:53Z 2026-10-28) and the ci(overflow): probe the 32 and 16 vCPU Linux sizes; trip only when none starts #27121 health shape; a dead member flips its pools; marks expire or clear on a start; every malformed RUNNER_POOLS shape ({"_dead":[]}, naive times, non-members, non-objects) is repaired; one write per change; it runs in watch with the switch token.
tests/test_ci_cloud_overflow_switch.py, tests/test_ci_runner_capability_resolver.py, tests/test_ci_no_github_hosted_macos.py, tests/test_ci_fork_runner_routing.py, tests/test_ci_self_hosted_guard.sh, tests/test_ci_workflow_guards_are_wired.py pass; actionlint is clean on the two changed workflows.

python3 tests/test_ci_runner_pools.py (27), python3 tests/test_ci_owned_pool_sources.py (9), python3 tests/test_ci_cloud_overflow_switch.py (53), and python3 tests/test_runner_label_policy.py (33) pass after the base update. The repository-variable defaults test and actionlint on all five changed workflows passed on the same routing-source diff before that update. git diff --check origin/main...HEAD passes. Future-dated probe evidence is rejected with the same bounded clock-skew rule as snapshots: the focused test fails before the fix (test commit 3bfbf2c3d49) and passes after (a9d973c62e2). Live RUNNER_POOLS exists and validates against the declaration. Independent Astra review: SHIP at 106dfe877b6609be5a144a6955f3a1f332c704fa, no P1/P2 findings after reviewing the full pool diff, future-health repair, and current-base interactions. The exact-head required-check wait passed. No live repository variables were changed, and no nightly, publishing or cancellation was dispatched. Native builds are not needed for this Python/workflow change.
…t live
Declares each runner pool once in .github/runners.json (pools: a class of
work and its ordered members) and adds scripts/ci/runner_pools.py, which the
overflow probe watch job runs every 10 minutes with the switch token it
already mints: it marks labels dead from the probe and the queue janitor
snapshot and points each pool in the RUNNER_POOLS variable at its first live
member. Jobs move onto fromJSON(vars.RUNNER_POOLS).<pool> in follow-ups.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The PR adds ordered runner pool declarations and a reconciler that updates RUNNER_POOLS from probe and janitor evidence. Two workflows use the Linux pool selection. CI validates pool values and runs reconciler tests.
Changes: Runner Pool Routing
Layer / File(s)
Summary
Pool declarations and selection validation .github/runners.json, scripts/ci/runner_pools.py, docs/ci-runners.md
The repository declares ordered pool members. The reconciler validates pool declarations and variable values. The documentation describes pool routing and selection rules.
Health evidence and pool updates scripts/ci/runner_pools.py, .github/workflows/ci-cloud-overflow-probe.yml, tests/test_ci_runner_pools.py, tests/fixtures/runner-pools/*
The reconciler uses probe health and janitor data to mark labels dead or served, expire dead marks, select pool members, and update RUNNER_POOLS. The overflow-probe workflow invokes the reconciler. Tests and a fixture cover evidence parsing, selection, repair, and command-line behavior.
Two workflows use the Linux pool selection. CI validates pool values, accepts pool reads with a preceding fork branch, and registers the reconciler tests.

Runner-pool routing retains several bounded edge cases that can delay selection updates or temporarily choose an unintended member. These warrant owner awareness and follow-up. Fixed fork routing and the 30-minute recovery policy match the documented behavior.

Explanation
The PR changes only CI configuration, documentation, Python, JSON, TOML, and Python tests. The authoritative PR diff contains no .swift files and introduces no Swift actors, @MainActor, Sendable reference types, or UI-bound Swift access. The Swift actor-isolation check is therefore not applicable.

Full details: Cmux Browser Automation Off-Main
Explanation
The check is not triggered. The PR changes CI runner-pool configuration, workflows, documentation, and Python tests only. The policy target files Sources/TerminalController.swift and Packages/macOS/CmuxControlSocket/Sources/CmuxControlSocket/Wire/ControlCommandExecutionPolicy.swift are unchanged, and the diff adds no browser automation, WebKit, socket-worker, or main-actor routing changes.
Full details: Cmux Expensive Synchronous Load
Explanation
The reviewed diff changes CI YAML, Python, JSON, TOML, tests, and documentation only. It adds no Swift files and no expensive synchronous agent-history load or interactive Swift call site. The custom check is not applicable.
Full details: Cmux Cache Substitution Correctness
Explanation
PASS: The pull request changes Python, YAML, JSON, Markdown, TOML, and Python tests only. It introduces no production Swift, TypeScript, or JavaScript changes, so the cache-substitution failure condition does not apply.
Full details: Cmux No Hacky Sleeps
Explanation
PASS. The new production script scripts/ci/runner_pools.py has no sleep, timer, retry delay, or wait loop. Its datetime thresholds only expire dead marks and reject stale evidence; they do not wait for lifecycle readiness. The workflow schedule and timeout settings are in GitHub Actions YAML, which the rule excludes. Existing sleeps in cloud_overflow_switch.py are not changed.
Full details: Cmux Algorithmic Complexity
Explanation
PASS: The production change adds a single-pass runner-pool reconciler in scripts/ci/runner_pools.py. Its scans over health and janitor snapshot labels are linear, and its per-pool next() scan covers only the eight declared pools, each with one or two members in .github/runners.json. The code does not rescan a scalable collection per target or add a hot-path sort/filter pattern. Workflow changes only invoke this script; tests, fixtures, and documentation do not trigger the rule.
Full details: Cmux Swift Concurrency
Explanation
The pull request changes no Swift files and introduces no Swift concurrency patterns. The only cmux-related change is a workflow runs-on expression in .github/workflows/cmux-tui-spec.yml, which changes runner routing only.
Full details: Cmux Swift `@Concurrent`
Explanation
The pull-request diff contains no Swift files or Swift source changes. The only cmux-related change updates a GitHub Actions runs-on expression in .github/workflows/cmux-tui-spec.yml; it does not change Swift functions, isolation, or call sites. The @concurrent rule is therefore not applicable.
Full details: Cmux Swift Package Boundaries
Explanation
The pull request changes only CI configuration, documentation, Python scripts, JSON, TOML, and Python tests. It introduces no production Swift changes, so the Swift package-boundary rule does not apply.
Full details: Cmux Swiftpm Lockfiles
Explanation
PASS. The PR changes CI runner routing, documentation, Python reconciliation, tests, and workflow expressions. It does not change any cmux-owned Package.swift, Package.resolved, .gitignore, or Xcode project package references. Therefore, no SwiftPM lockfile requirement is triggered.
Full details: Cmux Swift Logging
Explanation
PASS. The reviewed diff changes only CI configuration, Python code, documentation, JSON fixtures, and tests. It contains no Swift or other app/runtime Swift files, so it adds or materially changes no logging covered by .github/review-bot-rules/swift-logging.md.
Full details: Cmux User-Facing Error Privacy
Explanation
No cmux end-user path is introduced. The diff changes CI workflows, runner-pool configuration, an internal CI reconciler, docs, fixtures, and tests; it does not change app UI, product CLI, or product API code. runner_pools.py emits GitHub workflow annotations, logs, and a step summary for CI operators. Provider names, runner labels, and configuration names are allowed on this internal CI surface. Its caught API errors are reduced to method/path/status or reason, with no token or response-body dump.
Full details: Cmux Full Internationalization
Explanation
The PR changes only CI configuration and runner-pool operational code, tests, fixtures, and CI documentation. It adds no Swift UI text, string-catalog or Info.plist entries, web UI/API copy, locale files, changelog, or rendered user-facing data. The changed runner labels, environment variables, JSON keys, and workflow text are operational/configuration content covered by the rule’s allowed cases.
Full details: Cmux Architecture Rethink
Explanation
PASS: The pull request changes CI configuration, Python code, documentation, fixtures, and Python tests only. The reviewed diff contains no Swift files or Swift architecture changes, so the Swift-specific failure conditions do not apply.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
The pull request changes JSON, YAML, Markdown, Python, TOML, and test files only. It introduces no Swift changes and no standalone cmux-owned windows. The auxiliary-window close-shortcut rule is therefore not applicable.
Full details: Cmux Source Artifacts
Explanation
All 13 changed paths are intentional source, workflow/configuration, documentation, script, or test files. The only artifact-like file is tests/fixtures/runner-pools/macos-pool-load-2026-10-28T2253Z.json; the new test reads it directly as a recorded fixture, so it has an explicit test-system reason and uses the expected fixture location. No forbidden scratch directories, logs, screenshots, recordings, caches, build output, or dependency checkouts appear in the changed-path inventory.
Full details: Description check
Explanation
The description gives a detailed problem statement, implementation scope, rollout plan, risks, tests, observed results, and changelog entry. It does not use the template's Summary heading and omits the Proof and Checklist sections, but these omissions do not prevent review of this CI-only change.

Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.
CI fast guards passes on 106dfe877b (run). This covers only the fast guards, not CI: CI's result is ci-status.

…alue, leave re-dispatch to the janitor
Liveness comes from the overflow switch per-label health (CI_CLOUD_LABEL_HEALTH,
every Linux member probed) and the janitor snapshot pools (the Blacksmith stall
rule) and dead_labels, tested against a recorded real snapshot. starved and
unserved describe owned labels and are not read. Any off-schema RUNNER_POOLS is
rewritten from runners.json. The switch output change is dropped.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Validate pools as a mapping before label_evidence() iterates it.
The snapshot reader returns the decoded macos-pool-load.json without checking its pools field. label_evidence() calls .items() on that field after a fallback. A non-empty value that is not a mapping, such as a list, raises AttributeError. That exception is uncaught and stops the run before reconcile() can repair RUNNER_POOLS. The empty list in the original claim does not trigger this, because [] or {} evaluates to {}.
The current janitor writer always emits a mapping, so this needs a malformed or differently produced snapshot.
🛡️ Suggested fix
- for label, load in (snapshot.get("pools") or {}).items():+ pools = snapshot.get("pools")+ for label, load in (pools if isinstance(pools, Mapping) else {}).items():

Ignore dead marks dated after the current time.
reconcile keeps a _dead mark whenever now - seen < DEAD_TTL. A seen time later than now makes that difference negative, so the mark stays past its 30-minute window. A future-dated RUNNER_POOLS._dead value can therefore hold a pool's first member out until that future time plus 30 minutes. The mark ends earlier only if dead evidence renews it, which overwrites the timestamp, or if served evidence clears it. No workflow reads RUNNER_POOLS at head, so the effect is latent.

The skew tolerance keeps marks from runners whose clocks differ slightly. Choose the tolerance to fit the runner clock accuracy.

Update the dead-mark retention check in reconcile so timestamps later than now
are expired rather than retained; keep valid past marks only while they remain

Pin the full if expression in the runner-pools test.
assertIn("always()", ...) passes for any condition that contains the text always(). A condition such as always() && false passes this check, but the step never runs. The test does not check the steps.switch.outcome != 'skipped' clause that the workflow relies on, so an edit that removes that clause would not be caught. Asserting the full expression keeps the test aligned with the intended behavior.

Accept multiline RUNNER_POOLS values in the runs-on check.
If an administrator sets RUNNER_POOLS to pretty-printed JSON, parse_values rejects the line "linux": ... as not NAME=value, and the scheduled check fails. runner_pools.py accepts the same value. Join continuation lines to the previous value in parse_values, or pass a compact value at line 148.

Make the fork pull-request runner follow failover.
When the 32-vCPU member is dead, the pool switches to the 16-vCPU member. Fork pull requests still select the hard-coded 32-vCPU label. The overflow rescue only cancels and reruns the run; it does not replace the workflow's runs-on selection.

Require the fork branch to be a top-level || disjunct.
pool_read_after_fork_branch() accepts a RUNNER_POOLS read whenever the fork pull request branch appears anywhere before it. It does not check that the branch is reachable. A runs-on: such as false && github.event_name == 'pull_request' && github.event.pull_request.head.repo.full_name != github.repository && 'blacksmith-32vcpu-ubuntu-2404' || fromJSON(vars.RUNNER_POOLS).linux passes the check. In GitHub expressions, && binds tighter than ||, so the leading false makes the fork branch dead. The || then evaluates fromJSON(vars.RUNNER_POOLS) on fork pull requests, which receive no repository variables. The check should accept the read only when the text before the fork branch ends with ${{ or ||. It should also reject a branch nested inside parentheses. The current check does neither. Add a self-test probe for this form.

Reject future-dated janitor snapshots, as line 81 states.
Line 219 accepts a snapshot generated up to one minute in the future. Line 81 says future snapshots decide nothing. A future-dated snapshot with a stalled label marks that label dead, and reconcile() can move the pool to another member. Reject future timestamps, or document the one-minute tolerance as clock-skew handling and test it.
🐛 Suggested fix

When the switch fails before it writes CI_CLOUD_LABEL_HEALTH, the reconciler still reads the previous run's value. label_evidence() accepts that value while its checked time is within 25 minutes, and it does not compare the run field. Stale started or stalled labels can then change RUNNER_POOLS for up to 25 minutes. Compare the health run URL with the current run before using it.

The focused gate-race command from the preceding regression now passes both tests (four previously failing waiting/pending subcases), and the full mocked dead-label suite passes 61 tests with the dependency validator skip until #27129 lands; queue janitor passes all 270 tests. Only queued/in-progress states can proceed, checked again immediately before cancellation. No live janitor operations executed.

Replace unsupported permission-variables input with the existing overflow pattern: mint a token for this repository with the App's installed permissions, used only by a GET-only required-variable client with no fallback. Existing mint callers keep BOT_PERMISSIONS unchanged; key signing uses existing temporary-file cleanup and no secret logging. This remains a reviewable trust-policy candidate, held pending explicit authority, with no App settings changed or live token probe/apply. After #27129 integration and variable-block sync, 66 dead-label tests run with zero skips, 273 janitor tests and 22 mint-budget tests pass; actionlint and diff check pass.

Why
Every workflow writes its own runner label today: about 600
runs-onlines name a literal Blacksmith size, a hosted image or a single label, usually as the fallback after||. When one label stops starting jobs, nothing moves those jobs: the overflow switch probes one label (4 vCPU) and flips a dozen variables, and a literal after||never reads them. On 2026-10-28 the 16 vCPU Linux label started nothing from about 22:12Z while 32 vCPU served, and about 1,300 runs sat queued. Tonight a nightly signer job sat on a dead 4 vCPU fallback the same way. What (this PR: the routing source and its reconciler; no job reads it yet)
.github/runners.jsongetspools: each class of work (linux,linux_arm64,windows,macos_15,macos_26,macos_26_large,provenance,macos_intel) with its members in preference order.linuxis the runner set: Blacksmith 32 vCPU, then 16 vCPU. Every member is an ephemeral Blacksmith label, so a job reading a pool never lands on a reused machine whoever started the run; owned Macs keep coming first through the existing pickers' outputs, and the pool is what follows them. Onlyprovenance(npm/PyPI provenance and attestations accept only GitHub's OIDC) andmacos_intel(Blacksmith has no Intel Mac) may name a hosted image, each with its reason. Signing jobs are not routed through a pool: they keep their literal ephemeral labels and move through the stall-aware signing picker (ci(signing): the nightly identity signing job may take a drained owned Mac, held whole #26944, ci(signing): the owned signing pick accepts the nightly slot label #27113, ci(signing): owned Macs first for the release, repair and DEV signing jobs, with a stall-aware fallback #27066).RUNNER_POOLSholds each pool's live member as JSON. Jobs will readfromJSON(vars.RUNNER_POOLS).<pool>;fromJSONof an unset variable fails the workflow at once, so a missing route is a red run instead of a job queued forever.scripts/ci/runner_pools.py, run by the overflow probe'swatchjob every 10 minutes after the switch, with the switch token it already mints (manaflow-glaeda-route; no new credential or permission). It only chooses. Liveness comes from per-label start evidence: the switch's per-label healthCI_CLOUD_LABEL_HEALTH(ci(overflow): probe the 32 and 16 vCPU Linux sizes; trip only when none starts #27121 probes every Linux member, 32 and 16 vCPU, never the 4 vCPU label), read live through the API; and the janitor snapshot'spools(a Blacksmith label whose oldest queued job waited 10 min,simple_pool_picker.blacksmith_stalled()) plusdead_labelsonce ci(janitor): move jobs off a runner label that stopped starting jobs #27114 lands. The snapshot'sstarved/unserveddescribe ownedglaeda-*labels, never pool members, so they are not read. It points each pool at its first unmarked member and writes only on a change. A mark expires after 30 min unless seen again; a label seen starting a job clears at once. With every member marked, the pool keeps its first. A malformedRUNNER_POOLS(any field off-schema) is rewritten fromrunners.json, never crashed on.docs/ci-runners.md: a "Runner pools" section.Order of the rest
RUNNER_POOLS.runs-on(fallbacks after||and matrix values included) becomes a pool read. Pickers keep their outputs first; their fallback becomes the pool.LINUX_RUNNER/MACOS_RUNNER_*retires the switch's variable flipping; until then both run side by side.tests/test_ci_runner_set.py) lands with the last part: it fails on any label literal inruns-on, with two trust-boundary exceptions matched by exact shape: the fork-owner branch (github.repository_owner != 'manaflow-ai' && 'ubuntu-24.04': forks have no Blacksmith) and the fork pull request literal (a fork PR may not read a variable that could name an owned Mac). TheCI_TRUSTED_RUNNERallowlist selectors stay as they are, exempted by the exact shapevalidate-cla-policy.rbchecks, and so do signing jobs (a signing secret plus a literal ephemeral label, the rule-7 classifier), which move through the signing picker instead. With #27114: its dead-label re-dispatch re-runs jobs queued on a dead label. Once jobs read
RUNNER_POOLS, the re-run lands on the pool's next member, and the pool members are the declared set it routes within.Overlap: #27022 and #27121 change the
watchjob; this PR adds one step to it and no longer touchescloud_overflow_switch.py. Until #27121 lands,CI_CLOUD_LABEL_HEALTHis unset and only the janitor snapshot is evidence.Risk
Low. Nothing reads
RUNNER_POOLSyet. The new step writes one repository variable with an existing token; on any failure it logs and the switch's outcome is unchanged (the step runs after it).Tests
tests/test_ci_runner_pools.py(new,ciguard group): declared pools are valid and name no reused machine; evidence is read from a recorded real janitor snapshot (22:53Z 2026-10-28) and the ci(overflow): probe the 32 and 16 vCPU Linux sizes; trip only when none starts #27121 health shape; a dead member flips its pools; marks expire or clear on a start; every malformedRUNNER_POOLSshape ({"_dead":[]}, naive times, non-members, non-objects) is repaired; one write per change; it runs inwatchwith the switch token.tests/test_ci_cloud_overflow_switch.py,tests/test_ci_runner_capability_resolver.py,tests/test_ci_no_github_hosted_macos.py,tests/test_ci_fork_runner_routing.py,tests/test_ci_self_hosted_guard.sh,tests/test_ci_workflow_guards_are_wired.pypass; actionlint is clean on the two changed workflows.Adoption verification
