ci(overflow): probe the 32 and 16 vCPU Linux sizes; trip only when none starts - #27121
The overflow switch probed a single label: the record's, else LINUX_RUNNER, else blacksmith-4vcpu-ubuntu-2404. On 2026-10-28 the 4 vCPU label stalled on its own at 21:59Z, 22:13Z, 22:53Z and 23:30Z while the other Blacksmith Linux sizes kept starting jobs. Each of those stalls flipped every overflow variable, including the macOS ones. A single probed label is a pin.
What
PROBE_LABELS = ("blacksmith-32vcpu-ubuntu-2404", "blacksmith-16vcpu-ubuntu-2404"), the sizes compiles run on. The probe job is now a matrix with one job per label, named Blacksmith probe (<label>). A drill (probe_label) still probes only its own label and is always a dry run.
The probe set decides only after every probe has decided. Every probe stalled: overflow goes off. Every probe started: an existing record is put back and deleted. Mixed results (outcome=partial): nothing changes. A single stalled size never flips the fleet, and a record is not cleared while a size jobs fall back to is still stalled (fast-checks.yml takes 32 vCPU when the record is gone). This answers review finding 1.
Health is tracked per label. A Linux failover, a legacy hosted-Ubuntu migration, or a resume of a partial switch names only a label whose probe started in this run, and never GitHub-hosted Ubuntu. When no Linux size started, the Linux variables are left alone and the owned macOS failovers still apply. This answers review finding 2.
When some probes start and others stall, the switch changes nothing. It doesn't flip overflow, doesn't clear the record and doesn't move any variable; it only writes CI_CLOUD_LABEL_HEALTH. Moving work off one stalled size, including workflows that name a size literally (fast-checks.yml), is the RUNNER_POOLS reconciler's job (ci: one routing source, RUNNER_POOLS, and the reconciler that keeps it live #27129), and it takes this health as its input. An earlier round of this PR moved Linux variables on partial results. That was dropped after review: a Linux-only record made a later full stall skip the macOS failover.
A restore puts a Linux variable back only onto a size whose probe started. If its value before is a label nobody probed (an older record's blacksmith-4vcpu-ubuntu-2404, a legacy CI_TRUSTED_RUNNER 4 vCPU, or unset), it stays where it is. A GitHub-hosted value before is never put back. This covers second review finding 1 and third review finding 2.
When every probe starts and a legacy record left a Linux variable on GitHub-hosted Ubuntu (before an unprobed 4 vCPU), the hosted value no longer outlives the record. LINUX_RUNNER moves to a probed size that started. CI_TRUSTED_RUNNER is unset, because its readers accept no probed size, so they fall back to Blacksmith (fourth review).
No code path writes a GitHub-hosted label to any variable, and a test checks it across stall, partial, start, override and legacy-record cases. HOSTED_LINUX is already gone from main. The feat-cmux-next copy of the switch still has it, but the scheduled switch runs from main.
When no Linux size started, stuck Blacksmith Linux jobs are no longer force-cancelled and re-run. A re-run would land on the same label, and the job would be cancelled again on every scheduled run. macOS jobs still move to the owned pools (second review, finding 2).
Each deciding run that has the switch token writes CI_CLOUD_LABEL_HEALTH as {"checked", "run", "minutes", "labels": {label: "started" | "stalled"}}. The switch never reads it back. It is there so the no-pins RUNNER_POOLS reconciler (runner_pools.py, which will replace this switch's flipping) can read per-label health in the same form.
The watch always runs on blacksmith-6vcpu-macos-26, never on a size the probes ask for. Unless every probe started, the run force-cancels itself, so a queued probe cannot hold the concurrency group.
The record no longer decides what is probed. Its probe field only names the set.
Stall-aware failover and the no-pins lint are separate work. This PR changes only the probe and the switch.
Tests
tests/test_ci_cloud_overflow_switch.py: 56 pass. New tests cover:
a mixed result writes only per-label health: no restore, no flip, no record;
a legacy hosted-Ubuntu record never migrates or resumes onto a stalled size or onto hosted Ubuntu;
Linux failovers name only a size that started;
a restore never moves a Linux variable onto an unprobed label;
no Linux rescue happens when no Linux size started;
the matrix restates PROBE_LABELS;
the failover never names a stalled size;
a signing variable the drift policy accepts is still reported. This test fails against the old checker.
tests/test_ci_check_repo_variables.py, test_ci_fast_checks_failover.py, test_ci_no_github_hosted_macos.py, test_ci_runs_on_values.py, test_ci_workflow_concurrency.py, test_ci_fork_runner_routing.py, test_ci_macos_xcode_selection.py and actionlint pass.
Risk: low. CI routing only. When one size stalls alone, jobs on that size queue for it instead of the whole fleet failing over. One new repository variable (CI_CLOUD_LABEL_HEALTH) is written with the token the switch already uses.
…ne starts
The switch probed one label (the record's, else LINUX_RUNNER, else
blacksmith-4vcpu-ubuntu-2404). On 2026-10-28 that label alone stalled at
21:59Z, 22:13Z, 22:53Z and 23:30Z while the other sizes started jobs, and
each stall flipped every overflow variable. The probe is now a matrix over
PROBE_LABELS (32 and 16 vCPU); overflow goes off only when every probe
stalls and comes back when any one starts. A Linux failover never names a
stalled size (left alone when its whole chain stalled), the watch sits on
Blacksmith macOS, and a run with a probe still queued force-cancels itself
so it cannot hold the concurrency group.

The workflow probes two configured Blacksmith Linux sizes. The switch evaluates probe results, limits Linux routing and recovery to labels that started, and records per-label health for decided runs. The watch job always uses Blacksmith macOS.

Summary
Configure the probe matrix .github/workflows/ci-cloud-overflow-probe.yml, scripts/ci/cloud_overflow_switch.py, docs/ci-runners.md, tests/test_ci_cloud_overflow_switch.py
The workflow probes both configured Linux sizes, or only the drill label. The watch job uses blacksmith-6vcpu-macos-26. Documentation and tests cover the matrix and workflow conditions.
Evaluate probes and update routing scripts/ci/cloud_overflow_switch.py, docs/ci-runners.md, tests/test_ci_cloud_overflow_switch.py
Overflow turns off when all probes stall, restores recorded values when all start, and leaves routing unchanged for mixed results. Linux failover and resume operations use only labels that started. Decided runs record per-label health.
Validate and document probe behavior scripts/ci/check_repo_variables.py, tests/test_ci_cloud_overflow_switch.py, docs/ci-runners.md
Tests cover probe outcomes, routing, health writes, workflow configuration, and runner-value validation. The checker reports disallowed runner values not already reported as drift. Documentation describes probe and recovery rules.

Explanation
PASS: The pull request changes only YAML, Markdown, and Python files. It introduces no production Swift, TypeScript, or JavaScript change, so the cache-substitution correctness condition is not applicable.
Full details: Cmux No Hacky Sleeps
Explanation
PASS. The only changed runtime script is Python. Its existing polling, deadlines, and sleeps remain unchanged: POLL_SECONDS, CANCEL_WAIT_SECONDS, sleep(POLL_SECONDS), sleep(10), and both deadlines occur once in both base and head. The PR changes which probe jobs the existing loop observes, but it adds no fixed delay, timer, or new polling mechanism. Workflow YAML waits are explicitly out of scope, and test timing is test-only.
Full details: Cmux Algorithmic Complexity
Explanation
The changed production code does not introduce a listed complexity failure. Probe processing scans the jobs once and then evaluates the fixed two-label PROBE_LABELS tuple. Linux failover and restore checks use sets over the same fixed probe labels. Rescue processing retains the existing bounded limits (MAX_RUN_LISTINGS = 60, MAX_RESCUES = 25); the PR only adds Linux-move filtering. check_repo_variables.py adds one materialized drift set and one pass over repository variables, with no per-record nested scan. Tests, workflow matrix entries, and documentation are not scalable hot paths.

Explanation
The pull request changes only CI workflow, documentation, Python scripts, and Python tests. The authoritative diff contains no Swift files or Swift package manifests, so it does not trigger the Swift package-boundaries condition.

Explanation
PASS. The pull request changes one workflow, documentation, Python scripts, and tests. It changes no cmux-owned .gitignore, Package.swift, Package.resolved, or Xcode project/workspace files. The workflow diff contains no SwiftPM dependency or package-reference change. Therefore, none of the explicit lockfile failure conditions applies.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS: The diff changes only internal GitHub Actions workflows, CI scripts, CI documentation, and tests. The pull request does not change any Swift, Xcode project, or workspace files. The changed files are CI workflow, documentation, Python scripts, and Python tests, so the cmux auxiliary-window close-shortcut rule is not applicable.
Full details: Cmux Source Artifacts
Explanation
The pull request changes only five intentional repository files: one workflow configuration, one documentation file, two Python source scripts, and one test module. The diff adds no logs, screenshots, recordings, temporary or cache directories, dependency checkouts, build output, package-manager downloads, or broad scratch directories. The changed tests and documentation are deliberate test-system and documentation content.

Review of the probe set: a started 16 vCPU probe cleared the record while
32 vCPU (fast-checks' fallback) still stalled, and a legacy hosted-Ubuntu
record migrated onto a size that had just stalled. Now:
- the set decides only when every probe decided; mixed results change
nothing (outcome "partial");
- a Linux failover, migration or resume names only a label whose probe
started in this run, and never GitHub-hosted Ubuntu;
- each deciding run writes CI_CLOUD_LABEL_HEALTH (per-label started or
stalled) for the RUNNER_POOLS reconciler; the switch never reads it.

Keep an execution route when the macOS pool is unavailable.
Before this change, the watch used blacksmith-16vcpu-ubuntu-2404 in the normal no-saved-state case. It used blacksmith-6vcpu-macos-26 only when overflow was already off or the probe targeted 16 vCPU.
The macOS placement is intentional because it avoids competing with the Linux probes. However, this change makes the macOS pool mandatory for every watch run. If that pool is unavailable while a Linux probe starts, the watch remains queued and cannot restore CI_CLOUD_OVERFLOW_SAVED or cancel its run.
The 25-minute timeout-minutes limit applies after the job starts, not while it waits for a matching runner. With cancel-in-progress: false, the queued watch can retain ci-cloud-overflow-probe indefinitely. Provide an execution route that does not depend solely on blacksmith-6vcpu-macos-26.

Remove the Linux destinations from the all-stalled overflow bullet.
When every probe stalls, toward_started() drops both Linux variables from the failover mapping, so the switch leaves LINUX_RUNNER and CI_TRUSTED_RUNNER unchanged. The sentence at lines 1002-1003 still names blacksmith-16vcpu-ubuntu-2404 and blacksmith-2vcpu-ubuntu-2404 as destinations for this case. The qualifier later in the same bullet describes the correct behavior, but the stated destinations contradict it.
Remove the two Linux destinations from this all-stalled bullet. State that both Linux variables stay unchanged when every size stalled. Keep the Linux destinations only where the text describes a started probe.

plan_on skips an unprobed before value only if now is in healthy. For an older CI_TRUSTED_RUNNER record with after set to unprobed 2 vCPU and before set to unprobed 4 vCPU, it can restore 4 vCPU despite neither size having started a probe.
The switch can move trusted jobs to an unverified 4-vCPU pool and delete the recovery record; jobs may then remain queued there.
This can occur when: Both current 32- and 16-vCPU probes start while an older record still owns CI_TRUSTED_RUNNER at its recorded 2-vCPU destination.

…re only onto started sizes
Review at 437df95:
- 32 vCPU stalled while 16 vCPU started changed nothing, so LINUX_RUNNER on
32 vCPU stayed queued. On a partial result a Linux variable naming a stalled
probed size now moves to a started one (recorded, so it goes back once every
size starts). Literal runs-on sizes are for the RUNNER_POOLS reconciler.
- a legacy CI_TRUSTED_RUNNER record restored an unprobed 4 vCPU. A Linux
variable now goes back only onto a size whose probe started, and a
GitHub-hosted value before is never put back.
- test: no code path writes a GitHub-hosted label to any variable.

Review at edbbce3: a partial result's Linux-only record made a later full
stall skip the macOS failover, and literal runs-on read the record as a
boolean. Drop the partial-record logic: on a partial result the switch writes
only CI_CLOUD_LABEL_HEALTH, which the RUNNER_POOLS reconciler consumes.

Skip Windows labels when restoring overflow runner variables.
plan_on skips a saved value only when it is an ubuntu- or macOS hosted label. A saved windows-2025 value is still restored through set_variable. The new no-hosted-label test includes windows- in its regex, but none of its fixtures uses a Windows value, so the test passes without covering this path. Adding a Windows-valued saved record to that test makes it fail against the current code.

Note: this behaviour predates this PR (already present at merge base 71708aa8b625); the change keeps it reachable.

Update plan_on to skip saved Windows hosted runner labels, alongside the
existing Ubuntu and macOS labels, before restoring overflow runner variables.
Add a Windows-valued saved record to the no-hosted-label test fixtures so this
behavior is covered.
Add a test for a failed health write on a partial result.
The partial-result test uses a FakeSwitch whose set_variable never raises. In scripts/ci/cloud_overflow_switch.py, a RuntimeError from the health write is caught, logged as a warning, and the run still exits 0 on a partial result. No test in tests/test_ci_cloud_overflow_switch.py raises from set_variable, so removing or changing that handler would not fail any test.

Validate each saved before value in parse_record.
A saved record with a truthy non-string before raises AttributeError at before.lower() inside plan_on. main does not catch this, so the watch step crashes before it restores anything or deletes the record. Validate before in parse_record. Then the record fails with the existing controlled error, which tells the operator to fix or delete the record.

Name the hosted-value override in the restore contract, or stop overriding hand edits.
During recovery, a hand-edited hosted Linux value can be overwritten. The docs say hand edits are left alone and named. The log names no reason for this path.

Cover the hosted hand edit when before is a started probe label.
The new test checks only the hand-edit case with before=None. With before set to blacksmith-32vcpu-ubuntu-2404 and LINUX_RUNNER edited by hand to ubuntu-22.04, plan_on returns a skipped restore. The caller still deletes the record, so LINUX_RUNNER stays hosted. The test comment says such an entry is moved, so the code and the comment disagree. Decide which behavior is intended, then either fix plan_on or correct the comment. Add an assertion for this case in either choice.

…t live (#27129)
* ci: one routing source, RUNNER_POOLS, and the reconciler that keeps it live
Declares each runner pool once in .github/runners.json (pools: a class of
work and its ordered members) and adds scripts/ci/runner_pools.py, which the
overflow probe watch job runs every 10 minutes with the switch token it
already mints: it marks labels dead from the probe and the queue janitor
snapshot and points each pool in the RUNNER_POOLS variable at its first live
member. Jobs move onto fromJSON(vars.RUNNER_POOLS).<pool> in follow-ups.

Signing jobs keep their literal labels and move through the stall-aware
signing picker, not a pool.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* ci(runner-pools): read per-label start evidence, repair a malformed value, leave re-dispatch to the janitor
Liveness comes from the overflow switch per-label health (CI_CLOUD_LABEL_HEALTH,
every Linux member probed) and the janitor snapshot pools (the Blacksmith stall
rule) and dead_labels, tested against a recorded real snapshot. starved and
unserved describe owned labels and are not read. Any off-schema RUNNER_POOLS is
rewritten from runners.json. The switch output change is dropped.

cmux-tui-spec and required-checks-drift read fromJSON(vars.RUNNER_POOLS).linux.
ci-repo-variables runs runner_pools.py --check and passes RUNNER_POOLS to the
runs-on values check. Tests: no evidence retires nothing; no non-hosted pool
resolves to a hosted label; the overflow switch never writes one.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
* ci(runner-pools): the variable-defaults guard accepts a pool read behind the fork pull request branch
A fork pull request never reaches fromJSON(vars.RUNNER_POOLS): the branch in

which is the point. Self-test covers both shapes.

Why
The overflow switch probed a single label: the record's, else
LINUX_RUNNER, elseblacksmith-4vcpu-ubuntu-2404. A single probed label is a pin.What
PROBE_LABELS = ("blacksmith-32vcpu-ubuntu-2404", "blacksmith-16vcpu-ubuntu-2404"), the sizes compiles run on. Theprobejob is now a matrix with one job per label, namedBlacksmith probe (<label>). A drill (probe_label) still probes only its own label and is always a dry run.outcome=partial): nothing changes. A single stalled size never flips the fleet, and a record is not cleared while a size jobs fall back to is still stalled (fast-checks.ymltakes 32 vCPU when the record is gone). This answers review finding 1.CI_CLOUD_LABEL_HEALTH. Moving work off one stalled size, including workflows that name a size literally (fast-checks.yml), is theRUNNER_POOLSreconciler's job (ci: one routing source, RUNNER_POOLS, and the reconciler that keeps it live #27129), and it takes this health as its input. An earlier round of this PR moved Linux variables on partial results. That was dropped after review: a Linux-only record made a later full stall skip the macOS failover.blacksmith-4vcpu-ubuntu-2404, a legacyCI_TRUSTED_RUNNER4 vCPU, or unset), it stays where it is. A GitHub-hosted value before is never put back. This covers second review finding 1 and third review finding 2.LINUX_RUNNERmoves to a probed size that started.CI_TRUSTED_RUNNERis unset, because its readers accept no probed size, so they fall back to Blacksmith (fourth review).HOSTED_LINUXis already gone from main. The feat-cmux-next copy of the switch still has it, but the scheduled switch runs from main.CI_CLOUD_LABEL_HEALTHas{"checked", "run", "minutes", "labels": {label: "started" | "stalled"}}. The switch never reads it back. It is there so the no-pinsRUNNER_POOLSreconciler (runner_pools.py, which will replace this switch's flipping) can read per-label health in the same form.blacksmith-6vcpu-macos-26, never on a size the probes ask for. Unless every probe started, the run force-cancels itself, so a queued probe cannot hold the concurrency group.probefield only names the set.check_repo_variables.pynow checksLINUX_RUNNERandMACOS_RUNNER_26independently of the drift policy, which accepts some labels no signing job may run on.
