ci: the overflow watch's runner-pool reconcile reads as cmux-bot (~325/h off GITHUB_TOKEN) - #35584
The overflow watch's "Point the runner pools at live members" step reads with the repository GITHUB_TOKEN. That pool is 5,000 requests an hour, every workflow shares it, and it runs out every hour right now. The step now reads with the cmux-bot read-only token that the same job already mints for "Probe and switch" (#35316).
What changes
GH_TOKEN for the step becomes ${{ steps.cmux-bot-token.outputs.token || github.token }}. The step only reads with it:
the linux spill's queue sample: in-flight runs listed by age slice, plus each sampled run's jobs;
the pool snapshot artifact that runner_pools.py reads (list plus download).
The cmux-bot token is permission-actions: read, which covers both.
Variable writes stay on SWITCH_TOKEN (the route App). If the cmux-bot mint fails, the expression falls back to the workflow token, so the step behaves as before.
New test: tests/test_ci_runner_pools.py::test_the_reconciler_reads_as_cmux_bot_not_the_shared_workflow_token.
No new secret, App or permission. The mint step and its actions: read scope are unchanged.
Measurement (2026-11-04, 14:03–15:02Z)
A job on a measurement branch read GET /rate_limit with its GITHUB_TOKEN every 2 s for an hour (that endpoint is free). I then compared the pool's increments with each watch run's step boundaries, taken from the job logs. The fit was joint with nightly-next-feed-watch, whose runs overlap these in time:
The whole pool measured 4,824/h over the same hour. cmux-bot's own pool limit is 12,500/h; it used about 5,300/h over the same window, so it has room for ~325/h more.
Verification
python3 -m unittest tests.test_ci_runner_pools: 47 OK
python3 -m unittest tests.test_ci_cloud_overflow_switch: 67 OK

Summary by cubic
Moves the overflow watch's runner-pool reconcile step off the shared GITHUB_TOKEN so its reads stop burning ~325 requests/h of the 5,000/h pool that currently runs out every hour.
The step's GH_TOKEN now uses the cmux-bot read token the same job already mints for "Probe and switch", which covers all the step's reads (the spill's queue sample and the pool snapshot artifact). A failed mint falls back to github.token, and variable writes stay on SWITCH_TOKEN. Adds a test asserting the token swap and that the mint runs before the reconcile step.
Written for commit 172180b. Summary will update on new commits.
Summary by CodeRabbit
Chores
Updated automated runner-pool checks to use an available app token, with a workflow-token fallback.
Added checks to verify token permissions and fallback behavior.
The reconcile step's GH_TOKEN only reads (the linux spill's queue sample of
in-flight runs and their jobs, and the janitor's pool snapshot artifact), yet
it used the repository GITHUB_TOKEN. Measured on 2026-11-04 14:03-15:02Z at
about 54 requests a run, six runs an hour (~325/h of a 5,000/h pool that runs
out every hour). It now uses the cmux-bot read token the same job already
mints (actions: read), falling back to the workflow token when the mint fails.
Variable writes stay on SWITCH_TOKEN.

The overflow-probe runner-pool step now prefers the cmux-bot App token for reads and falls back to the workflow token. Comments distinguish read-token use from writes, which continue to use SWITCH_TOKEN. A test checks the token permissions, fallback expression, and step order.

Summary
Read-token selection and validation .github/workflows/ci-cloud-overflow-probe.yml, tests/test_ci_runner_pools.py
The runner-pool step uses the cmux-bot token for reads and falls back to github.token. Comments state that writes continue to use SWITCH_TOKEN. The test checks actions: read, excludes GLAEDA_ROUTE from the token expression, and verifies that token minting precedes reconciliation.
manaflow-ai/cmux#35316 — Mints the cmux-bot read token for overflow-watch GitHub reads, which this change also supplies to runner-pool reconciliation.
manaflow-ai/cmux#31912 — Changes the same runner-pool workflow step; this change updates the GH_TOKEN it supplies.
manaflow-ai/cmux#27129 — Adds the runner-pool reconciler and workflow invocation that this change updates with a different read token.

Full details: Title check
Explanation
The title names the main change: the overflow watch's runner-pool reconcile step now reads with the cmux-bot token instead of the shared GITHUB_TOKEN, which the description and summary both confirm. It also gives the ~325/h figure. The title is long (90 characters), but it is specific and related to the changeset.
Full details: Description check
Explanation
The description covers the problem (shared GITHUB_TOKEN pool exhausted hourly), the resulting behavior (the step reads with the cmux-bot token, with a fallback to github.token), the scope of the change, and verification commands. It also includes a Measurement section. Against the template, it omits the Changelog section (which should read 'none' for CI-only changes), the Proof section (one line on why no screenshots are needed), and the Checklist. The Testing section does not separate tests added from tests executed in the way the template asks, and it has no 'Observed / Not run' block. Since the description is mostly complete, the check passes, but these items should be added.
Full details: Cmux Cloud Persistent Session And Early Input
Explanation
PASS: The diff changes only GitHub Actions token selection and a YAML-based test in .github/workflows/ci-cloud-overflow-probe.yml and tests/test_ci_runner_pools.py. It does not create or modify Cloud terminal sessions, cmux-tui clients, transports, PTY readiness, input routing, snapshots, or auth/lease/revision handling covered by the rule.

Explanation
PASS: The pull request changes only a GitHub Actions workflow and a Python test. It introduces no production Swift changes, so it cannot introduce or worsen the specified Swift 6 actor-isolation issues.
Full details: Cmux Browser Automation Off-Main
Explanation
PASS. The pull request changes only the overflow-probe workflow and its runner-pool test. It does not change browser socket automation, Sources/TerminalController.swift, or ControlCommandExecutionPolicy.swift. Therefore it introduces no browser wait routing, worker-lane WebKit/AppKit access, or missing browser policy coverage under the specified rule.
Full details: Cmux Expensive Synchronous Load
Explanation
The pull request changes only a GitHub Actions workflow and a Python test. The authoritative diff contains no Swift files and no agent-history load or interactive Swift path. The custom check is therefore not applicable.
Full details: Cmux Cache Substitution Correctness
Explanation
PASS. The pull request changes only a GitHub Actions workflow and a Python test. It does not change production Swift, TypeScript, or JavaScript code. The workflow change substitutes an API token for reads; it does not replace a fresh authoritative read with a cached value in a persistence, history, undo, or snapshot path.
Full details: Cmux No Hacky Sleeps
Explanation
The diff changes only GitHub Actions YAML and a test. The runtime-no-hacky-sleeps rule excludes workflow YAML, and the test addition is deterministic test scaffolding. No fixed sleep, timer, polling loop, or wall-clock wait was introduced or worsened.
Full details: Cmux Algorithmic Complexity
Explanation
The pull request changes workflow token selection and adds a YAML assertion test. It does not add or modify production iteration, filtering, sorting, joining, batching, or sampling algorithms. The changed workflow invokes existing scripts, and the added test is test-only scaffolding. Therefore, no algorithmic-complexity failure condition is introduced.
Full details: Cmux Swift Package Boundaries
Explanation
The pull request changes only a GitHub Actions workflow and a Python test. The authoritative diff contains no Swift files or production Swift changes, so the Swift package-boundaries rule does not apply.
Full details: Cmux Swiftpm Lockfiles
Explanation
PASS: The PR changes only a GitHub Actions workflow and its Python test. The workflow change updates token selection; it does not change SwiftPM dependencies, Xcode package references, or .gitignore policy. No SwiftPM lockfile requirement is triggered.
Full details: Cmux Swift Logging
Explanation
PASS: The pull request changes only a GitHub Actions workflow and a Python test. The diff contains no Swift files and adds no Swift logging or runtime diagnostics, so the Swift logging rule does not apply.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The diff changes only an internal GitHub Actions workflow token expression, CI comments, and a CI test. The workflow runs on schedule or workflow_dispatch in the watch job and has no concrete path to a cmux app UI, product CLI, or product API. Its ::warning/::error output and step summary are operator CI diagnostics, which the rule allows. The change adds no user-facing error, raw payload, credential, token, or secret output.
Full details: Cmux Full Internationalization
Explanation
PASS. The diff changes only a CI workflow token expression and a test. The added workflow text is developer-only operational comments, and the test text is covered by the allowed test case. No Swift UI text, web UI copy, metadata, API response, rendered markdown, changelog, or locale/catalog entry changes are present.
Full details: Cmux Swiftui State Layout

PASS. The pull request changes only a GitHub Actions workflow and a Python test. The diff contains no SwiftUI code, ObservableObject, @Published, @Observable, GeometryReader, list-row store reference, or render-time state mutation.
Full details: Cmux Architecture Rethink
Explanation
PASS: The pull request changes only a GitHub Actions workflow and a Python test. It introduces no Swift code or Swift lifecycle architecture changes, and it does not add any of the prohibited timing, state-ownership, wiring, or bridge patterns.

Explanation
PASS. The pull request changes only .github/workflows/ci-cloud-overflow-probe.yml and tests/test_ci_runner_pools.py. It adds no Swift code and does not add or modify any cmux-owned window. The auxiliary-window close-shortcut rule is therefore not applicable.

Retry the janitor snapshot read with the workflow token after a cmux-bot failure.
If the cmux-bot read returns a 403 or rate-limit response, GitHub.snapshot() raises and runner_pools.py sets the snapshot to None without a retry. The pass then adds no dead marks for Blacksmith macOS members, so a dead member can stay selected. Retry the snapshot read with github.token before falling back to no evidence.

Every GH_TOKEN call in the step is an actions:read (run and job listings, artifact list and download). Variable reads and writes stay on SWITCH_TOKEN. If the mint fails it falls back to github.token. A refused or rate-limited token degrades fail-open, the same as before. The new test fails against main's workflow and passes here (47/47).
