ci(classic picker): a re-run's alternate never names a dead macOS 26 label - #29018
When a re-run takes the picker's alternate macOS label, it can get a label the pool snapshot or RUNNER_POOLS' _dead marks show dead. This change stops that.
Where.scripts/ci/classic_nightly_build_runner.py (main). It sets cloud and the re-run alternate for the DEV daily publisher's verify, tip-dmg-build and tip-deltas jobs, and for main's nightly build and sign/verify jobs. The DEV daily checks this helper out from the default branch, so the fix goes to main; feat-cmux-next does not have this file.
Cause.simple_pool_picker.dead_macos_26() returns nothing when the snapshot shows both macOS 26 labels dead ("says nothing to choose by"). alternate() read that set, so a stale snapshot showing both labels dead let it offer blacksmith-12vcpu-macos-26. At 05:44Z that label had 88 queued, 0 running, and its oldest job was 1403 min old. The picker never read RUNNER_POOLS' _dead marks either.
Change.
alternate never names a label that the snapshot (fresh or stale) or a RUNNER_POOLS mark shows dead (every_dead(), with no all-dead suppression). If the other label is dead, alternate is cloud itself.
RUNNER_POOLS _dead marks count as dead when they are no older than MARK_TTL (30 min). That matches runner_pools.DEAD_TTL, and a test keeps the two equal. Marks that are older, set in the future or malformed prove nothing.
When every candidate is dead, the pick is RUNNER_POOLS' live macos_26 member (the pool's first member once every member is marked), not the caller's first label. That member is used only if it is one of the two candidates, so the picker still prints only Blacksmith macOS 26 labels.
The three picker steps (nightly.yml ×2, cmux-next-dev-daily.yml) pass RUNNER_POOLS: ${{ vars.RUNNER_POOLS }}.
If RUNNER_POOLS is unset, picks behave as before; only the both-dead alternate changes.
Tests. New EveryLabelDead cases in tests/test_classic_nightly_build_runner.py: a stale snapshot showing both labels dead (the 05:44Z numbers), marks alone, the all-dead live member, mark expiry and malformed values, the TTL kept equal to the writer's, and every picker step reading RUNNER_POOLS. Results: 35 pass. The new cases fail on main. test_ci_publisher_mac_jobs_move.py, test_ci_signing_keychain_is_deleted_before_bundle_code.py and test_ci_fork_runner_routing.py pass.
Prior art: #27114 (dead-label re-dispatch in the janitor) does not touch this picker. #28480 added the dead rule here and #28864 is the LINUX_RUNNER mirror; this builds on both. #28605 and #28976 touch other files.
Risk: low. CI routing only, and the change can only narrow which labels the picker offers.
Nightly app builds and signing jobs now route more reliably by factoring recent runner availability into selection. Unavailable runners are avoided when alternatives are available; if all candidates are marked unavailable, jobs fall back to a live macOS 26 runner. This helps scheduled builds proceed when runner availability changes.
…label
classic_nightly_build_runner.py picks `cloud` and the re-run `alternate` for
the DEV daily's verify/tip-dmg-build/tip-deltas jobs and main's nightly build,
sign and verify jobs. dead_macos_26() drops its evidence when it shows both
macOS 26 labels dead, so with a stale snapshot showing both dead the picker
counted neither as dead and still offered blacksmith-12vcpu-macos-26 as the
alternate (05:44Z: 88 queued, none running, the oldest 1403 min).
- `alternate` now never names a label the snapshot shows dead, even when
every candidate shows dead: it is `cloud` itself then.
- RUNNER_POOLS' `_dead` marks (seen within runner_pools.DEAD_TTL) count as
dead too, and with every candidate dead the pick is RUNNER_POOLS'
live macos_26 member, not the caller's first label.
- The three picker steps pass vars.RUNNER_POOLS.

[P2] [follow-up] classic_nightly_build_runner.py:149 accepts _dead timestamps up to five minutes in the future. The PR contract says future marks prove nothing, so even a one-minute clock-skewed mark incorrectly suppresses a live label. Require now - seen >= 0 (and add coverage).
Follow-ups:
[P2] [follow-up] Reject future _dead timestamps rather than allowing the five-minute grace window.
Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.
CI fast guards passes on 6f2b1f8c76 (run). This covers only the fast guards, not CI: CI's result is ci-status.

The classic nightly runner picker now uses recent RUNNER_POOLS dead marks alongside snapshot evidence. It filters dead candidates, uses the configured macOS 26 member when all candidates are dead, and receives pool data from the nightly workflows.
Changes: Runner pool routing
Layer / File(s)
Summary
Parse and classify pool marks scripts/ci/classic_nightly_build_runner.py, tests/test_classic_nightly_build_runner.py
The picker parses RUNNER_POOLS and recognizes timezone-aware marks up to 30 minutes old, including marks up to five minutes in the future. Tests cover malformed and expired marks and verify the mark key and TTL.
Routing combines pool marks with snapshot evidence. When every candidate is dead, the picker uses the configured macOS 26 member. The workflows pass RUNNER_POOLS, and tests cover fallback, alternate selection, and workflow inputs.

Explanation
PASS: The PR changes only two GitHub workflows, scripts/ci/classic_nightly_build_runner.py, and its tests. Explanation
PASS: The pull request changes only GitHub workflow YAML, Python CI code, and Python tests. The authoritative diff contains no Swift files and no agent-history load or interactive Swift path. The custom check is not applicable.
Full details: Cmux Cache Substitution Correctness
Explanation
PASS: The pull request changes Python CI routing logic, GitHub Actions YAML, and Python tests. It does not change production Swift, TypeScript, or JavaScript, so the cache-substitution correctness condition is not applicable.
Full details: Cmux No Hacky Sleeps
Explanation
The diff does not introduce or expand a hacky sleep or wait. The new MARK_TTL and timestamp parsing classify stale _dead marks; they do not delay execution or synchronize a lifecycle. The existing trusted_route polling and time.sleep are unchanged. The workflow edits only pass an environment variable, and workflow YAML is out of scope.
Full details: Cmux Algorithmic Complexity
Explanation
The change uses the fixed two-label CANDIDATES tuple. marked_dead() makes a single linear pass over the _dead map, and the remaining lookups use sets or mappings. The repeated every_dead() calls do not create per-target scans or nested scans over scalable user-owned records. This CI picker does not handle approximately 1000 workspaces, sessions, or similar records.
Full details: Cmux Swift Concurrency
Explanation
The pull request changes only two GitHub workflow files, one Python CI script, and one Python test file. The reviewed range contains no Swift files and no Swift concurrency code. The custom check is therefore not applicable.
Full details: Cmux Swift `@Concurrent`
Explanation
The pull request changes only two workflow YAML files, one Python script, and one Python test file. The reviewed diff contains no Swift or Swift interface files, so the Swift @concurrent rule is not applicable.
Full details: Cmux Swiftpm Lockfiles
Explanation
The PR changes only two workflow files, one Python picker, and its tests. The diff contains no Package.swift, Package.resolved, .gitignore, or Xcode project changes, and no SwiftPM dependency or package-reference changes. The added workflow environment entries only pass RUNNER_POOLS to the CI picker, so no lockfile requirement is triggered.
Full details: Cmux Swift Logging
Explanation
The pull request changes only two workflow files, one Python CI script, and one Python test file. It adds no Swift files or Swift logging statements. Therefore, the Swift logging failure conditions do not apply.
Full details: Cmux User-Facing Error Privacy
Explanation
The diff changes internal GitHub Actions runner selection and its CI log/output values. The concrete path is workflow steps writing GITHUB_OUTPUT, step summaries, and runner labels consumed by later CI jobs; no path to a cmux end user is present. Provider names, RUNNER_POOLS, snapshots, and runner labels are therefore allowed internal CI diagnostics. The change adds no secret, credential, token, personal data, or payload dump.
Full details: Cmux Full Internationalization
Explanation
PASS. The diff changes only GitHub Actions workflow configuration, a CI runner-selection Python script, and its tests. It adds no Swift UI text, app catalog or Info.plist entries, web UI/API copy, locale files, or web/messages entries. The added comments, docstrings, CI output, and test text are operational or developer-only content covered by the rule's allowed cases.
Full details: Cmux Swiftui State Layout
Explanation
The pull request changes only two GitHub workflow files, one Python script, and one Python test file. The diff contains no Swift or SwiftUI code and no SwiftUI state or layout constructs. The SwiftUI state-layout check is therefore not applicable.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
The pull request changes only GitHub workflow YAML, Python CI routing code, and Python tests. It adds no Swift, NSWindow, NSPanel, NSWindowController, SwiftUI Window, or WindowGroup code. The auxiliary-window close-shortcut rule is therefore not applicable.
Full details: Cmux Source Artifacts
Explanation
The four changed paths are hand-written workflow configuration, Python source, and tests. No local output, generated logs, screenshots, caches, build artifacts, scratch directories, or dependency checkouts appear in the diff.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
The pull request changes only two workflow YAML files, one Python production script, and one Python test file. It changes no Swift file under a production Sources/ path, so the custom check does not apply.

Count every picker run: line before checking its env block.
The regex matches only picker steps that have an env: block. assertTrue(steps) accepts any non-empty match set. Removing the env block from one of the two picker steps in nightly.yml leaves one match. The test still passes and skips that step. A future edit can therefore remove RUNNER_POOLS from a picker step without a test failure. Comparing the match count with the number of picker run: lines detects a missing env block, including a step that has no env block at all.
Suggested fix
with self.subTest(workflow=name):
self.assertTrue(steps)

for env in steps:
self.assertIn("RUNNER_POOLS: ${{ vars.RUNNER_POOLS }}", env)

Update the workflow test around the steps regex to compare the number of matched
env blocks with the number of classic_nightly_build_runner.py picker run lines
in text before checking RUNNER_POOLS. This ensures every picker step has an env
block.
