ci: declare promotion overflow pool before caller activation - #30627
Leo: "FOR OUR NIGHTLIES ARE THEY END TO END ON OUR FLEET? WE CAN'T BE RELYING ON BLACKSMITH THAT CUTS OUT".
The fleet-first promotion caller in #30076 requires RUNNER_POOLS.promotion, but the existing scheduled variable reconciler reads declarations from main. Split that declaration out first so the normal ci-cloud-overflow-probe.yml / runner_pools.py writer can populate it before caller activation.
Declare only the already reviewed 2-vCPU then 4-vCPU Linux overflow set. The variable supplies the paid overflow choice; it does not choose an owned runner or authorize bypassing owned admission. #30076 accepts it only after the controller records a full 180-second no-start, or selects its exclusive admitted owned runner instead. This prerequisite changes no workflow, permissions, secrets, cancellation, or runner trust. The owned admission set remains unchanged.
Prior art: #30076 (this split carries its existing declaration), #30340 (preserves the smaller Linux pool), #30164 (preserves structured runner validation). The wt prior-art GitHub query was unsupported by this VM broker; open/merged topic searches and these PRs were read manually.
Validation: runner-set policy 6 tests pass; runner-pools 36/37 pass. The single test_a_macos_only_overflow_record_does_not_freeze_linux_runner_on_a_dead_member failure (expects 16 vCPU, gets 4 vCPU) reproduces with main's exact runners.json and unchanged test/scripts, so is a base fixture regression. This declaration compiles nothing and uses no compiler cache.
Nightly promotion workflows can use additional runner capacity when the owned fleet has not started a job within 180 seconds. The added capacity includes 2-vCPU and 4-vCPU Ubuntu runners, available in that order.
Runner-pool validation is deferred when the previous commit is unavailable or the runner-pool declaration has changed. Validation proceeds in a later workflow run. Application features and behavior remain unchanged.

Walkthrough
The runner configuration adds a promotion pool with two ordered Blacksmith runner types. On push, the repository-variable workflow checks for changes to the runner declaration and defers the runner-pool check when the declaration is pending.

Summary
Declare the promotion pool .github/runners.json
Adds a promotion pool for nightly promotion overflow after owned-fleet admission has no start for 180 seconds. Lists blacksmith-2vcpu-ubuntu-2404 before blacksmith-4vcpu-ubuntu-2404.
Detect declaration changes and defer the check .github/workflows/ci-repo-variables.yml, tests/test_ci_runner_pools.py
On push, checks whether the event’s before commit is available and compares .github/runners.json with the current commit. If the commit is unavailable or the file changed, the workflow sets pending=true and defers the runner-pool check. The test checks this behavior and the two-commit checkout.

Merge Risk: Low · up to e8bf7
Mergeable with owner awareness: a scheduled check may fail before the new pool is published, and pending pushes temporarily skip mirror validation. These affect CI reporting rather than runner selection. The prior checkout-history problem is addressed.

Full details: Cmux Browser Automation Off-Main
Explanation

No browser socket automation condition applies.

Full details: Cmux Cache Substitution Correctness
Explanation
PASS: The pull request changes only .github/runners.json, a GitHub Actions YAML workflow, and a Python test. It contains no production Swift, TypeScript, or JavaScript changes, so the cache-substitution condition does not apply.
Full details: Cmux No Hacky Sleeps
Explanation

The inline shell is part of GitHub Actions workflow YAML, which the rule excludes. The remaining change is test-only Python scaffolding.
Full details: Cmux Algorithmic Complexity
Explanation
The diff does not introduce an algorithmic-complexity violation. The new promotion pool has two fixed members. The workflow shell checks one prior commit and one file path; it does not scan scalable user-owned collections or rescan targets. The added test is test-only code, which the rule excludes.
Full details: Cmux Swift Concurrency
Explanation
The pull request changes only .github/runners.json, .github/workflows/ci-repo-variables.yml, and tests/test_ci_runner_pools.py. It introduces no Swift code, so it cannot introduce or expand the listed Swift concurrency patterns.
Full details: Cmux Swift Package Boundaries

Full details: Cmux Swiftpm Lockfiles
Explanation
The PR changes only .github/runners.json, .github/workflows/ci-repo-variables.yml, and tests/test_ci_runner_pools.py. The diff contains no Package.swift, Package.resolved, .gitignore, or Xcode project/package-reference changes, and no SwiftPM dependency changes. The lockfile policy is not triggered.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The diff changes only internal CI configuration and tests. The added notice runs in the repository-variable workflow, which is restricted to manaflow-ai/cmux, and has no concrete path to a cmux end user. Provider names and runner labels appear only in CI/operator diagnostics, which the rule allows. No secrets, tokens, credentials, payload dumps, or product-facing errors were added.
Full details: Cmux Full Internationalization
Explanation
PASS. The PR changes CI runner configuration, a GitHub Actions workflow, and tests. The added pool rationale and workflow notice are operational CI text, not user-facing Swift or web product content. No Swift strings, app catalogs, web messages, API responses, rendered markdown, or locale-specific data changes are introduced.

Full details: Cmux Architecture Rethink
Explanation
PASS: The pull request changes only .github/runners.json, a GitHub Actions YAML workflow, and a Python test. It introduces no Swift architecture change, timing repair, polling, lock, observer, duplicate Swift entrypoint, or split UI lifecycle ownership. The custom check is therefore not applicable.
Full details: Cmux Source Artifacts
Explanation
The diff changes only .github/runners.json, .github/workflows/ci-repo-variables.yml, and tests/test_ci_runner_pools.py. These are intentional configuration, workflow, and test files. Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
The pull request changes only .github/runners.json, .github/workflows/ci-repo-variables.yml, and tests/test_ci_runner_pools.py. It contains no Swift file under a production Sources/ path, so the custom check does not apply.
Full details: Description check
Explanation
The description explains the change and validation results, but it does not follow the required template structure. It omits the Summary, Testing, Changelog, Proof, and Checklist headings and required checklist information.
Resolution
Restructure the description with the required Summary, Testing, Changelog, Proof, and Checklist sections. Move the existing change details into Summary, state the exact tests and results in Testing, add a Changelog line or none, explain why Proof is not applicable for this CI-only change, and complete the Checklist items.

Explanation
Docstring coverage is 0.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. [P1] [blocking] Adding pools.promotion at .github/runners.json:80 immediately makes the live RUNNER_POOLS value invalid until the scheduled reconciler runs. The merge push triggers ci-repo-variables.yml, whose runner_pools.py --check requires every declared pool; with the preexisting variable (which lacks promotion) it exits 1. Initialize the repository variable in the rollout or make the check/reconciler handle this migration atomically.

Make the scheduled check tolerate a pool that is not yet published.
The */15 check reads RUNNER_POOLS at its step start. The writer adds the new promotion pool only on a later */10 pass, after its probe and switch steps. A scheduled check that starts in that gap fails because runner_pools.py --check reports the missing pool and exits 1. The push-only deferral does not cover scheduled runs. Publish promotion in the repository variable during rollout, or make --check accept a declared pool that the live value does not yet hold while the writer has not run.

Diff (merge-base 4ac6e87..head): .github/runners.json (+promotion pool: blacksmith-2vcpu then 4vcpu ubuntu-2404), .github/workflows/ci-repo-variables.yml (new "Detect a pending runner pool declaration" step, gate on the runner_pools.py --check step), tests/test_ci_runner_pools.py (+1 string-shape test).
Findings
[blocking] The deferral fires on every push, not only on a runners.json change. The job's checkout is actions/checkout with the default fetch-depth: 1, so github.event.before is not in the clone. git diff --quiet "$before" "$sha" -- .github/runners.json then exits 128 (fatal: bad object <before>),
and because it is the if condition, set -e does not fire: the else branch runs and writes pending=true.
Reproduced with a two-commit repo cloned --depth 1: rc=128, pending=true. Result: every push run of this
workflow (pushes touching runner_pools.py, check_repo_variables.py, the workflow itself, etc.) silently skips runner_pools.py --check against the live values with a misleading notice. That removes the push trigger's
stated purpose ("the push trigger covers edits to the check itself") for this check. Schedule and
workflow_dispatch runs are unaffected (step skipped -> output empty -> check runs), so the 15-minute scheduled
pass still validates the live RUNNER_POOLS value.
Fix: fetch the before commit (git fetch --no-tags --depth=1 origin "$BEFORE"; public repo, works without
persisted credentials) or fetch-depth: 2 plus handling of multi-commit pushes, and fail closed on a git error
(capture the exit code: 0 -> pending=false, 1 -> pending=true, anything else -> pending=false or fail the step).
Pass github.event.before/github.sha through env: rather than inline ${{ }} in run: (SHA-valued, so
not an injection today, but it is the house pattern).
[follow-up] The new test only asserts substrings of the YAML (github.event_name == 'push', steps.declaration.outputs.pending != 'true', .github/runners.json). It would pass with the bug above. A
meaningful test would execute the step's script against a shallow clone (or at least assert the checkout depth /
an explicit fetch of before) and assert an unchanged runners.json gives pending=false.
[follow-up] PR body says "This prerequisite changes no workflow"; it now changes ci-repo-variables.yml.
Update the body.

values" and "Check no runs-on waits on one machine" still run. If "Check the live values" fails, the detect step
is skipped (no !cancelled()), output is empty and the pools check still runs (fail-safe direction).

Visual verdict: unchanged by this diff
Checked the new promotion pool against runner_pools.spec_problems (passes: both members are ephemeral Blacksmith labels, why set), the deferral step, permissions (none changed, no secrets), and ran tests/test_ci_runner_pools.py (40 OK).
[blocking] Detect a pending runner pool declaration runs git diff "${{ github.event.before }}" "${{ github.sha }}", but the job's actions/checkout uses the default fetch-depth: 1, so event.before is not in the clone. git diff exits 128 (fatal: bad object; reproduced with a depth-1 clone), set -e fails the step, and the job goes red on every push to main that touches its paths, this merge included. pending is then never written, so Check the runner pools still runs and also fails on the missing promotion key. The deferral never takes effect. Fix: give the first checkout fetch-depth: 2 (enough for a squash merge), or git fetch --depth=1 origin "$before" first. If before still can't be read (all zeros, or a force push), treat it as pending instead of failing, e.g. guard with git cat-file -e "$before^{commit}". Also make the structural test assert this.
Follow-ups: [follow-up] on a push where the pool is pending, the deferral skips the whole RUNNER_POOLS check, not just the new pool's missing key, so a malformed value goes unchecked until the next scheduled pass (at most 15 min).

Visual verdict: unchanged by this diff
The earlier blocking finding is fixed. The checkout now uses fetch-depth: 2, so event.before is in the clone for a squash push. If it is missing, the step fetches it. An unreadable before (all zeros, force push, failed fetch) falls through to pending=true instead of failing under set -e. A diff error also lands in the pending branch. Permissions are unchanged and no secrets were added. tests/test_ci_runner_pools.py: 40 OK.
Follow-ups: [follow-up] when a pool is pending, the deferral skips the whole RUNNER_POOLS check, not just the new pool's key, until the next scheduled pass (at most 15 min).
Add an executable test for the unchanged-declaration case.
test_runner_pool_check_defers_once_for_a_new_declaration checks only substrings of the workflow YAML. A declaration step that always writes pending=true and keeps the same substrings still passes. No test runs the step's run script, so the pending=false path for an unchanged .github/runners.json is not exercised.
Extract the declaration run script, substitute the ${{ github.sha }} and event-before values, and run it in a temporary Git repository with a fake GITHUB_OUTPUT. Assert pending=true when .github/runners.json changed between the two commits. Assert pending=false when it did not.

Extend test_runner_pool_check_defers_once_for_a_new_declaration beyond checking
YAML substrings: extract the declaration step’s run script, substitute the

Keep the mirror check on pending pushes.
Line 137 skips runner_pools.py --check whenever steps.declaration.outputs.pending is true. That invocation includes mirror_problems, which checks each LINUX_RUNNER-style mirror variable against its pool, unless an overflow record covers it. pending is also true when the prior commit is unreadable, not only when .github/runners.json changes. On such a push, no other step in this workflow runs the mirror comparison. A mismatched mirror variable can therefore produce a green run until the next scheduled run reports it.
Keep mirror_problems running on pending pushes. Defer only the RUNNER_POOLS findings for the newly declared pool entries. In main, value_problems and mirror_problems are separate checks, and --check combines their results. Add a mode that runs the mirror check alone, or skip value_problems for the new entries, and run that mode when the declaration is pending.

Review comment at @.github/workflows/ci-repo-variables.yml at line 137:
Update the `runner_pools.py --check` invocation in the workflow so pending
declarations do not suppress `mirror_problems`. Defer only `value_problems` for
newly declared pool entries; if the existing check cannot separate these checks,
add a mode to run the mirror check alone and use it when
`steps.declaration.outputs.pending` is true.

Main's CI fast guards are green again: #31997 merged as 434e9f8, and main runs 41411456422 and 41412008017 passed. This PR no longer waits on main's fast guards. Owner: re-run or base-merge for a finished fast-guards check, then land pinned to the head (a moved head needs a fresh review).
Carry fix opened as #32137: it fetches the push's previous commit and fails closed when the declaration diff cannot be read. I am carrying the original commits there and will land the repair.
Orphaned: no activity for 12 h, and no lane holds a lease on it. The orphan sweep could not merge main in: conflicts in .github/workflows/ci-repo-variables.yml, tests/test_ci_runner_pools.py. Listed for a lane to resolve.
Superseded: #32137 (carry #30627: fail closed on unreadable pool diffs) merged to main 2026-11-02 with this PR's promotion pool declaration, the pending-declaration deferral and fetch-depth 2, plus a stricter fail-closed diff script. Nothing on this branch is left to land. #30076 can read RUNNER_POOLS.promotion from main now.
