- Replaces string-only array format with mixed array containing both strings and objects
- Adds support for object configuration with
pathandtoolsproperties in env file definitions

Fixes #6028
This PR modifies the
deserialize_arrdeserializer, but I think it won't affect others, as this just delegates sequence elements deserialization to the element type deserializer.
