Recover the 46 GUARDRAILS translations completed by the interrupted translation wave. This is a partial, reviewable checkpoint: 20 GUARDRAILS locales remain stale, and RESILIENCE_GUIDE/ENVIRONMENT are not completed by this PR.

The change contains only 46 GUARDRAILS mirrors and their scoped .i18n-state.json records. The translation backend/fallback implementation was merged externally through #17255; no runtime code or agent-instruction mirror is included here.

Validation:

• npm run check:docs-all: PASS before and after syncing the delivery branch to bbc90875c8a9086af4d0266b1549b16337e42248.
• Structural comparison against d91f01137788d4b936048d177f8cb341651500d3: 46 changed mirrors, zero new structural regressions, zero reasoning leaks.
• Reference audit: zero lost issue-reference regressions.
• Chunk/content guard audit: 46/46 mirrors passed, including inline-code preservation.
• Source/target hashes checked; only the GUARDRAILS source record changed. Japanese and Romanian content sampled, in addition to structural and inline-code checks.
• The global translation drift gate still fails (13 drifted sources, 66 drifted targets, 128 stale targets; categories may overlap). This PR does not claim to make the full i18n gate green.

The remaining writer was stopped after the backend returned a local execution deadline of 60 seconds. The same failure occurred with concurrency reduced to one and the approved fallback chain. Existing work is preserved; no translation is treated as complete merely because hashes were recorded. No merge or deployment is part of this change.

Base reconciliation: synced with bbc90875c8a9086af4d0266b1549b16337e42248 after external merges #17303, #17236, #17255 and #17276. The 46 mirrors, their source and state are byte-identical to the audited checkpoint; the PR still changes only the 47 documentation/state files.

Closing as superseded, with the owner's approval: GUARDRAILS was fully re-translated in all 66 locales by #17950 (merged 2026-10-22) and the i18n drift gate is green on release/v3.8.53, so the 46-locale partial checkpoint here is no longer needed. Thanks for the recovery work — nothing of it is lost; the current mirrors cover it.
