ci: raise the Coverage job ceiling to 45 min (merge+report now takes 18 min) - #17303

…18 min) On 2026-10-20 the Coverage job took 28-31 min on six PRs that touch no test code (download 4 min, merge+report+gate 18 min, Codecov upload up to 5 min) and two of six runs died at exactly 30 min as job-timeout "cancelled", failing Quality Ratchet, PR Coverage Comment and Gate / CI until a re-run. The 30-minute ceiling was sized on 2026-08-29 over a 10-12 min merge; the merge alone is 18 min now. The Codecov step keeps its own 5-minute ceiling and continue-on-error, so the extra budget cannot be eaten by a stalled upload.
