Source issue: DYN-4439.

Summary

Honor an operator-configured gms_ro_connect_timeout_ms during the initial
vLLM weights admission.

GMSWorker.init_device() already resolved this value for later failover
remapping, but omitted it when creating the initial weights client. As a result,
an explicitly configured deadline did not apply to initial admission and that
operation could wait indefinitely behind GMS lock contention.

This change adds the missing argument to
get_or_create_gms_client_memory_manager(). It does not introduce a default
timeout, change GMS lock admission, add a standby-pause deadline, alter
documentation, or claim to resolve an unproven deadlock. Deployments that do
not configure gms_ro_connect_timeout_ms retain the existing unbounded
behavior.

Validation

  • pytest lib/gpu_memory_service/tests/ -q --confcutdir=lib/gpu_memory_service/tests
    — 79 passed, 12 skipped in the available CPU environment
  • git diff --check
  • Full repository CI required before merge

The single added unit test verifies that GMSWorker.init_device() forwards the
configured timeout without requiring a GPU or NVML.

Related issue

AI assistance was used. The submitting human reviewed the narrowed change and
validation results.

A numShadows=2 inter-pod deployment puts three GMS clients on one weights
socket. GMS prefers writers, so a third client can be refused admission
behind a queued writer. Three places let that refusal become permanent and
invisible:

- GMSWorker.init_device resolved gms_ro_connect_timeout_ms and then dropped
it, so the first weights admission was unbounded even when an operator had
set the timeout. It now passes the value, the way wake_up already does.
- configure_gms_lock_mode now gives a non-primary (shadow) engine a default
  gms_ro_connect_timeout_ms. A single-engine deployment keeps today's
indefinite wait and an explicit value still wins.
- _maybe_wait_for_failover_lock logs before it pauses, bounds the pause, and
on expiry raises an error naming the engine and the stage that did not
finish. The worker exits non-zero so the pod reaches Failed and the
documented recovery path can run. Health is never published on that path,
so a shadow that never paused cannot report itself Ready.

Tests: a three-client admission case in the GMS runtime-flow suite, and the
first test that executes _maybe_wait_for_failover_lock instead of replacing
it with an AsyncMock.

…og format

Two follow-ups on the previous commit.

The one-line init_device repair shipped uncovered: no test in the repo
constructed a GMSWorker, so dropping timeout_ms again would have left every
suite green. lib/gpu_memory_service/tests/test_vllm_worker.py now runs the
real init_device with the client-manager factory patched in the module under
test, the same way the SGLang memory-saver tests cover this plumbing, and
asserts the resolved deadline arrives at the factory call. A second case pins
the unchanged primary behaviour: no configured deadline still forwards None.

The new shadow diagnostic formatted its bound with %.0f, so a sub-second bound
printed as 0s -- and 0 is the documented value of
DYN_GMS_SHADOW_PAUSE_TIMEOUT_SECONDS meaning wait forever. It now uses %g, and
the bounded-wait test asserts the configured 0.2s reaches the message.

Signed-off-by: svc-glamr@nvidia.com <svc-glamr@nvidia.com>
Delete test_init_device_forwards_no_deadline_when_none_is_configured: it
passes against the unmodified production code, so it covers nothing this
change introduces. The forward is covered by the test above it.

Name the operations the bounded pause actually performs in the expiry
error, rather than claiming it waits on GMS weight admission: the engine
sleep unmaps and aborts, it does not acquire.

Record the shadow default in the GMS README, including that the same
value now also bounds the post-promotion weights remap.

factory: validation incomplete — the unit suites and lint passed, but the container image build and the three-worker cluster check could not run in this environment. Details below.

Automated evidence record — validation incomplete

Validation status: incomplete

Evidence summary: [3/4 validated · 1 runs in CI]

AI review assessment: sound. This is an automated review and is advisory only; it is not a human approval and does not replace one.

Validation result: the recorded validation run was made on 4ca9a79da, where the diff applied cleanly onto main and matched the branch at 7 files, +308/-2. All four suites ran green (31, 1, 64 and 6 tests passed) and lint passed over the seven changed files without rewriting one. The test that previously blocked the run is gone, confirmed by collected 1 item with the deleted test id absent. All three added tests failed correctly with their production change removed: the pause bound hangs to its 30-second guard, the shadow default fails assert None == 200, and the init_device forward fails assert None == 4200, with nothing left passing in that file. The tree was clean after every restore.

Two checks could not run here, which is why the status is incomplete:

  • the container image build could not start, because no container daemon is reachable in this environment. That image is built by the Shared Build Image workflow in this repository's CI.
  • three-worker Kubernetes convergence is provable only by the external test_gms_interpod_vllm.py suite, which needs a cluster.

The current head is b2a82a8607. It differs from the validated 4ca9a79da only in comment text — git show b2a82a8607 touches no executable line — which is why the live diff is +292/-2 rather than +308/-2.

Review Change StackReview Change Stack

Walkthrough

The change adds configurable timeouts for shadow standby pauses and GMS read-only connections. It applies read-only timeouts during initial weights admission, caps socket connection waits at 30 seconds, and adds validation coverage.

Changes

Shadow timeout controls

Layer / File(s) Summary
Shadow standby pause timeout
components/src/dynamo/vllm/worker_factory.py, components/src/dynamo/vllm/tests/test_vllm_worker_factory.py
Shadow pauses use a 900-second default or an environment override. 0 keeps the wait unbounded. Negative and non-finite values raise RuntimeError. Positive timeout expiry occurs before election or readiness publication.
GMS read-only timeout wiring
lib/gpu_memory_service/integrations/vllm/utils.py, lib/gpu_memory_service/integrations/vllm/worker.py, lib/gpu_memory_service/README.md, lib/gpu_memory_service/tests/test_vllm_worker.py
Non-primary engines receive a 900,000 ms default when no value exists. Explicit values, including None, remain unchanged. GMSWorker.init_device passes the resolved timeout to initial weights admission.
Socket connection timeout ceiling
lib/gpu_memory_service/client/session.py, lib/gpu_memory_service/tests/test_runtime_flows.py
Socket connection waits use a 30-second ceiling. Tests verify that a missing socket fails within the connection timeout instead of the longer lock-admission timeout.

Move the unconditional imports to module scope.

.ai/python-guidelines.md requires imports to remain at the top of the file and explicitly flags imports inside function bodies. The existing HAS_GMS module-level skip runs before these imports, so moving them below that guard preserves collection-skip behavior.

Previously reported defects still present:

  • Original discussion: Still present: DYN_GMS_SHADOW_PAUSE_TIMEOUT_SECONDS=NaN parses as a float and falls into the unbounded wait path because timeout_s > 0 is false, restoring the indefinite standby pause this PR is meant to prevent.
  • Original discussion: Still present: test_third_shadow_client_times_out_behind_queued_writer stores delayed writer failures in queued_writer["error"] but never checks or propagates them after joining the thread.
  • Original discussion: The new queued-writer test still catches and records any writer exception without asserting it after joining, so an unexpected delayed writer failure can leave the test passing.
  • Original discussion: The queued-writer test still catches Exception and never checks queued_writer["error"] after joining. A delayed writer failure can therefore leave the test passing without proving the intended lock transition.
  • Original discussion: The queued-writer thread still catches and stores any exception without asserting or propagating it after joining, so a delayed writer failure can leave the test passing.
  • Original discussion: The timeout parser still accepts NaN and Infinity. NaN takes the non-positive branch and waits indefinitely; Infinity creates an effectively unbounded wait, restoring the startup hang this change is intended to prevent.
  • Original discussion: Verified: DYN_GMS_SHADOW_PAUSE_TIMEOUT_SECONDS=NaN parses successfully, fails the timeout_s > 0 check, and takes the unbounded pause() path, restoring the indefinite standby wait this change is intended to prevent.
  • Original discussion: Verified: the queued writer thread still stores arbitrary exceptions in queued_writer["error"], but the test never checks that value after joining. A delayed writer failure can therefore leave the test passing.
  • Original discussion: DYN_GMS_SHADOW_PAUSE_TIMEOUT_SECONDS=NaN is accepted by float() and takes the non-positive, unbounded pause branch, so a malformed setting can reintroduce the indefinite standby hang.
  • Original discussion: DYN_GMS_SHADOW_PAUSE_TIMEOUT_SECONDS=NaN still reaches the unbounded pause branch because float() accepts NaN and timeout_s > 0 is false.

factory: CI result for b2a82a8607f5563664ae21a9a72d3b440a34fb01: every pre-merge check completed, none failed, and none are still pending. Full CI on the NVIDIA runners was required but not scheduled for this head — it needs a maintainer to vet this pull request and post the copy-pr-bot approval for this commit. Authorization was not requested yet, because the automated review raised a still-open point in components/src/dynamo/vllm/worker_factory.py: a non-finite DYN_GMS_SHADOW_PAUSE_TIMEOUT_SECONDS such as NaN parses through float() but fails timeout_s > 0, so it takes the unbounded wait. That warrants a commit first.

A non-finite DYN_GMS_SHADOW_PAUSE_TIMEOUT_SECONDS defeated the standby
bound. float() accepts "nan", which compares false against 0 and fell to
the unbounded branch, and wait_for(inf) never fires. Reject both so the
indefinite standby wait cannot come back through configuration.

Forwarding a shadow's lock-admission deadline into the client session
also stretched the wait for the GMS socket itself: a missing or refused
socket took the full admission deadline to fail instead of the 30 s
availability ceiling. Bound the connect wait by that ceiling whatever the
caller asks for, matching the v1 session, which already keeps the two
deadlines separate.

Drop the socket test that repeated an existing queued-writer refusal
assertion, and cover the shadow admission default as a unit test instead.

factory: Round 1 — addressed all six open findings in e01eb6c.

Production changes

  • Non-finite shadow pause bound (components/src/dynamo/vllm/worker_factory.py). float() accepts "nan", which compares false against 0 and fell through to the unbounded pause(1) branch, and wait_for(inf) never fires. Either one restored the indefinite standby wait this change exists to remove. Both are now refused with a RuntimeError naming the variable and the accepted values.
  • Connect wait kept apart from the lock-admission deadline (lib/gpu_memory_service/client/session.py). Forwarding a shadow's gms_ro_connect_timeout_ms also stretched the wait for the GMS socket itself, so a missing or refused socket took up to 15 minutes to fail instead of the 30 s availability ceiling the comment there already described. The connect wait is now min(timeout_ms, _CONNECT_TIMEOUT_MS), while the handshake still gets the caller's value unchanged. This matches v1/client/session.py, which already takes a separate connect_timeout.

Test changes

  • Removed test_third_shadow_client_times_out_behind_queued_writer. Its socket assertion repeated test_waiting_writer_blocks_new_readers_until_last_reader_disconnects (same server state, same RO request, same finite timeout, same expected error). The one thing it added — that configure_gms_lock_mode supplies the deadline — needs no server and is now three unit tests in test_vllm_worker.py. Removing it also removes the blind except Exception handler whose queued_writer["error"] was never read.
  • Removed the sentence in the init_device_calls docstring referring to the SGLang memory-saver tests.
  • Added test_a_long_lock_deadline_does_not_stretch_the_connect_wait and three non-finite cases (nan, inf, -inf).

Checks run

$ pytest lib/gpu_memory_service/tests/
102 passed, 1 skipped in 31.64s

$ pytest components/src/dynamo/vllm/tests/test_vllm_worker_factory.py
61 passed in 10.79s

The whole gpu_memory_service suite was run, not just the changed files, because client/session.py is shared. pre-commit run --files over the five changed files reports no findings.

A negative DYN_GMS_SHADOW_PAUSE_TIMEOUT_SECONDS passed the finite check
and compared false against 0, so a typo such as "-1" fell to the
unbounded branch and restored the hang. Only "0" waives the bound now;
every other value must be a positive finite number.

configure_gms_lock_mode tested the shadow admission default with
dict.get(), which cannot tell an absent key from an explicit null. An
operator passing gms_ro_connect_timeout_ms: null is asking for the
indefinite wait, and the README says an explicit value wins, so test for
the key instead.

Drop the comment above _CONNECT_TIMEOUT_MS: the reason for the ceiling is
already recorded at its use site.

@glamr-agent Full review complete for #14877 at 29c24396c04740db8326da52f3b037d7e5e95b70.

I found no actionable defects.

I used the existing integration-scope information and verified the current call sites. The shadow admission default is applied only from the vLLM shadow-mode startup paths. Explicit numeric values and explicit null values remain unchanged.

The initial weights connection now receives the resolved admission timeout. The socket-connect ceiling remains independent from the GMS handshake and lock-admission deadline.

The standby-pause path rejects negative and non-finite overrides. It keeps zero as the unbounded-wait override. A pause expiry raises before election or readiness publication.

This was a static review. I did not run repository code or tests.

Learning: In the vLLM GMS integration, `lib/gpu_memory_service/integrations/vllm/utils.py:configure_gms_lock_mode()` applies the non-primary `gms_ro_connect_timeout_ms` default only when invoked by failover-shadow startup. Its production callers in `components/src/dynamo/vllm/main.py` and `components/src/dynamo/vllm/headless.py` invoke it only inside `if config.gms_shadow_mode:`. Engines outside shadow mode do not receive this default and retain an indefinite wait when no explicit timeout is configured.

nursery: Pushed 29c24396c04740db8326da52f3b037d7e5e95b70 to repair the deterministic vLLM ARM CPU-test failure in the preceding head's job 104962578466. The existing init_device_calls fixture now replaces get_socket_path with a temporary-path implementation: the real lookup reached NVML on a gpu_0 runner and failed before the timeout-forwarding assertion. No production behavior or assertions changed; no new tests were added.

Validation for this head: pinned Black, isort, Flake8, Ruff, and codespell passed locally (pre-commit was unavailable, so its Python linters were invoked directly). No local tests, builds, or benchmarks ran. Remote lightweight CI finished with 13 successful checks, 8 skipped, and no pending or failed checks. Full CI has not run for this head; the authorization request is unanswered. The repair remains unverified by the full runtime suite.

All 16 existing review threads remain resolved and GitHub reports no conflict. Requested CodeRabbit and Devin re-review once for this head; CodeRabbit completed with no actionable defects, and Devin's response is pending. The vLLM code-owner team is already requested. Requesting dynamo-gms-codeowners through the PR requested-reviewers endpoint returned HTTP 404; the follow-up read confirms that team was not added. A maintainer needs to arrange GMS review. GitHub still reports REVIEW_REQUIRED; the existing human approval was submitted on the preceding head.

Also investigated the preceding head's Triton CPU job: 117 tests passed, but collection failed because the installed image lacked get_prometheus_typed, validate_legacy_guided_decoding_constraints, and dynamo.experimental. The first two APIs exist in the checkout, and build logs show source wheels installed under the matching SHA tag; the precise image/package mismatch remains unresolved. The three available completed main runs used older/different job names and do not establish a comparable baseline. Recheck this failure in full CI and have CI/image owners investigate if it persists; do not treat it as a proven flake or a pass.

Next: authorize full CI for this exact head, inspect its results (especially the repaired vLLM CPU test and Triton collection), and complete the outstanding reviews. No base merge or redundant CI request was made. The previously documented production writer/root-cause and three-worker convergence follow-up remains open. This PR is not merge-ready.

Re-reviewed current head after the arm64 failure. The follow-up correctly stubs get_socket_path so this unit test no longer queries NVML on gpu_0 runners; production code is unchanged. Auto-merge remains appropriate after fresh full CI and code-owner approval.

nursery: Rechecked 29c24396c04740db8326da52f3b037d7e5e95b70 in this pass. All 16 review threads remain resolved, the branch has no merge conflict, and the complete diff revealed no further actionable review repair. No files changed, commits created, or pushes made; no local tests, builds, or benchmarks ran.

Full CI is now authorized and running for this exact head in PR workflow 35150001438. The latest snapshot has 17 successful checks, 29 skipped, and 11 in progress, with no failures. This is pending validation, not a passing result. The changed-files job enables core, vllm, and frontend; runtime image builds and Operator are still running. No duplicate CI or bot-review request was posted.

Retried the missing dynamo-gms-codeowners review request through the PR requested-reviewers endpoint: HTTP 404. The follow-up read confirms only dynamo-backend-vllm-codeowners is requested. A maintainer must arrange GMS review. The existing human approval predates this head, GitHub reports REVIEW_REQUIRED, and the previously requested Devin review has no new response.

Next: follow this head's full CI to completion, particularly the vLLM CPU timeout-forwarding test and Triton collection issues recorded in the preceding handoff; inspect any failures before further edits. Complete the outstanding code-owner reviews. The documented production writer/root-cause and three-worker convergence follow-up remains open. This PR is not merge-ready.

Remove speculative standby-pause bounds and implicit timeout policy. Keep only forwarding the operator-configured timeout during initial weights admission, its regression test, and the corresponding documentation.

Approved after narrowing to the demonstrated configuration-contract bug. The PR now only forwards an explicitly configured weights-admission timeout during initial GMS setup, documents it, and tests the plumbing. Speculative standby-pause bounds and implicit timeout policy were removed.

Approved final minimal scope: one production argument forwarding the already-configured timeout and one focused regression test. No default policy, pause timeout, socket policy, documentation change, or deadlock claim.

nursery: Full CI now passes for unchanged head 8b36da04f18cc552353a9ab3c0b886b53f8f290b. PR workflow attempt 2 completed successfully. The current-head rollup contains 58 successful check runs, 52 skipped, zero failed/cancelled/pending checks, plus a successful CodeRabbit status.

Galletas1712 started the rerun after the first attempt timed out in planner arm64 compliance and the frontend build. Both jobs passed on attempt 2, as did the frontend amd64/arm64 checks, frontend compliance audit, and backend-status-check. The previously recorded rerun-permission blocker is cleared. No timeout or validation policy changed. Both vLLM architecture logs explicitly record the timeout-forwarding regression test passing on this head.

All 16 review threads are resolved and the exact head has human approval. No additional review request was needed; the vLLM team was already requested. This run inspected the complete diff and monitored CI without changing source files, creating commits, pushing, running local tests/builds/benchmarks, or posting duplicate CI/bot-review requests.

The final GitHub audit reports the PR was merged by galletas1712 on September 16, 2026 at 23:01:04 UTC, as commit 4df3f3af83dd1e6ffd36d7c0a152b4efdd85f30f. I did not perform the merge. No remaining PR repair or CI blocker was found.

* fix(sglang): validate diffusion input_reference and bound media fetches (ai-dynamo#14435)

The sglang image-diffusion and video-generation handlers passed the
client-supplied input_reference through to the generator's image_path after only
a non-empty check. Validate it first, and for remote references materialize it
locally before the generator sees it, so the generator is always handed a
trusted local path. This brings the sglang diffusion path in line with the
vLLM/omni and trtllm backends, which already validate the same field.

Behavior change: local I2I/I2V references now require DYN_MM_LOCAL_PATH to be
set to the allowed directory; previously any path was accepted.

common/http:

- validate_media_reference() returns a plain filesystem path for local
references; local_media_reference() is an async context manager that fetches a
remote one through fetch_bytes(policy=...), which revalidates every redirect
hop, into a temp file removed on exit. data: is rejected -- a URI is not a path.
- fetch_bytes() gained max_bytes, streaming through collect_capped at an explicit
read granularity so the cap is an allocation bound and not only a rejection: a
128 MiB-decoded gzip body against the 64 MiB cap peaks at 68,032,217 bytes
rather than the whole decompressed body. Content-Length is caller-controlled
and absent when chunked, and aiohttp's read(n) returns at most n bytes, so
neither a header check nor a single capped read suffices. Defaults to None,
  leaving existing callers unchanged.
- DYN_MM_MAX_FILE_SIZE_MB makes that cap operator-tunable, in megabytes, as the
SGLang arg it replaces was. Read per call; empty, unparseable or non-positive
falls back to 64 with a warning, so a malformed value neither takes the worker
  down nor reads as unlimited.
- Messages built from caller input are bounded via describe_media_source, moved
from multimodal/media_source.py (it pulls in torch) into url_validator.py and
re-exported from its old home; a no-op below 120 characters.
- HttpStatusError bounds its .message attribute, not only the rendered string:
errors.rs::extract_http_like_error reads .status and .message off this class by
name and forwards .message on a 4xx without calling str(). Backend exception
text is bounded head-and-tail, since aiohttp renders the host before the errno.
- validate_local_path uses exc.strerror rather than the raw OSError, whose text
repeats the filename, and now catches the ValueError that Path.resolve() raises
on an embedded NUL so callers keep their 4xx-vs-5xx decision.

Rebased onto ai-dynamo#14563 (single aiohttp backend); the httpx-side half of the
max_bytes plumbing went with that backend.

* ci(xpu): validation PR for the re-applied XPU workflows and Dockerfile

Throwaway PR to prove the CI merged in #22 actually runs end to end on XPU
hardware. Adds only a comment to container/templates/vllm_runtime.Dockerfile,
which matches the `vllm` path filter (container/templates/vllm_*) and so makes
changed-files set vllm=true, which is what gates build-xpu and the
heterog-test-px-dn / heterog-test-pn-dx jobs.

What this exercises:
  - .github/workflows/pr-xpu.yaml (push to pull-request/[0-9]+, needs the xpu label)
  - .github/workflows/pr-xpu-heterogeneous.yaml (push; its guard deliberately skips the label gate)
  - .github/workflows/epd-test-template.yml (workflow_call, from the heterog jobs)
  - .github/scripts/test-filters.js (the brace fix from #22)
  - container/templates/vllm_runtime.Dockerfile rendered and built for device=xpu

Not exercised: .github/workflows/xpu-heterogeneous-dispatch.yaml is
workflow_dispatch only and has to be run by hand from the Actions tab.

The marker comment must be removed before this branch is ever merged.

`ModelMetadata` reported each Triton-registered tensor's `datatype` using
`inference::DataType::as_str_name()`, which returns the `model_config.proto`
variant name (`TYPE_FP32`, `TYPE_STRING`, ...) instead of the KServe v2 wire
names (`FP32`, `BYTES`, ...). Every datatype was wrong, so spec-conforming
clients cannot parse any tensor the RPC describes. Adds `oip_name()` next to
`tensor::DataType::to_kserve` covering all fifteen proto variants (incl. FP16
and BF16) and mapping `TYPE_STRING → BYTES`.

* feat: KVCR Resiliency Deployment Example (ai-dynamo#14695)

Add two-node DynamoGraphDeployment examples for process-local KVCR and
the KVCR memory service. Run one vLLM worker per GPU node, use stable
Grove ordinals for cache-owner slots, and request GPU-local RDMA
resources for engines and Guard services. Provide a deployment helper
for rendering and selecting either variant.

Run the KV state agent alongside vLLM for process-local host memory. In
memory-service mode, keep KVCR and the state agent in a separate
container so its Guard and shared-memory pool survive engine restarts.
Document that restarting the services sidecar invalidates the MVP
recovery contract and requires deployment-level replacement.

Add manifest coverage and an opt-in two-host lifecycle test. Kill the
source EngineCore, hold it offline, and verify that the promoted Guard
serves its preserved cache to the surviving target. Correlate response
equality and KVCR transfer metrics with transmit and receive counters
from the selected active HCA to prove RDMA transport.

Pin compatible KVCR and vLLM revisions and document the runtime,
discovery, compatibility-digest, and recovery prerequisites.

* .github/workflows/pr-xpu-heterogeneous.yaml; pin GPU_TAG to latest

* .github/workflows/; add post-merge and nightly XPU heterogeneous CI

Extract the XPU heterogeneous P/D pipeline out of pr-xpu-heterogeneous.yaml
into xpu-heterogeneous-run.yml, a workflow_call reusable workflow, and call it
from three thin trigger workflows so all three merge phases run the identical
pipeline instead of drifting copies.

  xpu-heterogeneous-run.yml new, reusable. guard, changed-files,
                                      build-xpu, build-nvidia, resolve-images
and both heterog tests, unchanged, plus
                                      7 inputs.
pr-xpu-heterogeneous.yaml reduced to the pre-merge trigger, the
                                      slash-command gate and the reaction.
  post-merge-xpu-heterogeneous.yaml new. push to main.
nightly-xpu-heterogeneous.yaml new file, but the cron is MOVED, not
                                      added: it is the 0 23 * * * schedule
                                      that was already in
                                      pr-xpu-heterogeneous.yaml.

No behaviour change per phase. force_all_tests replaces the old
  github.event_name == 'schedule' || github.event_name == 'issue_comment'
expression with the same truth table: pre-merge passes
github.event_name == 'issue_comment', nightly passes true. Post-merge also
passes true, because a push to main has no PR base for
.github/actions/changed-files to diff against, and post-merge exists to catch
what per-PR gating missed.

xpu-status-check stays a TOP-LEVEL job in each caller rather than moving into
the reusable workflow. A job contributed by a reusable workflow reports to the
Checks API as "run / xpu-status-check", so hosting it there would rename the
context and leave any branch protection rule requiring xpu-status-check waiting
forever on a check that no longer reports.

The concurrency mapping stays byte-identical across all four workflows that
touch this hardware, now including xpu-heterogeneous-dispatch.yaml. Three files
do NOT get three slots: the cluster, the dynamo-system namespace and the
onexpu-/onenvidia-rdma-kueue ResourceClaimTemplates are one global resource.
The reusable workflow deliberately carries no concurrency block of its own,
which would deadlock against the slot the caller's run already holds.

Parameterised gpu_tag, model, tensor_parallel and runner as inputs so the
callers can diverge; all default to the previously hardcoded values. Added
workflow_dispatch to the nightly, without which a schedule-only workflow cannot
be exercised before it reaches the default branch.

Verified: all files parse; the four concurrency mappings are byte-identical; the
reusable workflow declares no concurrency; every input each caller passes exists
and every required input is supplied; nesting is depth 3 of the 4 GitHub allows.
actionlint was not available to run, and will report queue:max as an unknown key
in all four files, a known false positive.
