fix(server): Grok usage limits tell Legacy-mode xAI accounts to switch to Privacy Mode - #28097
When xAI refuses Grok Build because the account's privacy setting is "Legacy (no storage)", Usage → Limits only says "Grok could not read usage limits." Here GET https://cli-chat-proxy.grok.com/v1/billing?format=credits answers 403 with {"error": "... Switch to Privacy Mode to use Grok Build. [WKE=privacy-mode:legacy]"}, and readGrokAccount throws that answer away, so users can't tell what's wrong or how to fix it.
Reproduced on main (2359643) by running readGrokAccount against that exact 403 response. It returns {"reason":"probeFailed","message":"Grok could not read usage limits."}, the same value the reporter found in ~/.t3/caches/grok.json.
Change
On a 403 from the billing endpoint, readGrokAccount decodes the { error } body. If the body carries xAI's WKE=privacy-mode: marker, it returns probeFailed with a fixed message: "Switch your xAI account to Privacy Mode to show Grok usage limits." The account keeps showing and keeps being re-probed, so the limits come back once the setting changes.
Any other status, a body that isn't JSON, or a 403 without the marker gives the same generic message as before. Upstream text is never shown to the user. Clients already render unavailable.message through the shared limitsNotice, so web, desktop and mobile need no change.
Red→green: vp test run apps/server/src/provider/GrokProvider.test.ts. The new test readGrokAccount > tells accounts in Legacy (no storage) to switch to Privacy Mode fails on the test-only commit e1f6061 with expected 'Grok could not read usage limits.' to match /Privacy Mode/. At head, all 24 tests pass, including the existing test that checks upstream bodies stay hidden.
vp run check:changed on the merge commit: format, lint, knip, graphql, typecheck (10 packages) and tests all pass.
Runtime transcript: readGrokAccount imported from @t3tools/provider-grok/testing and run with Node from apps/server, with a synthetic credential and an HttpClient returning the issue's exact 403:

Not checked: a live request from a real xAI account set to "Legacy (no storage)", since none was available. A curl to the live endpoint with an invalid token confirmed that errors come back as {"error":"..."} JSON. This is a server-only change with no new render path, so there are no captures.
Model and harness: Claude Opus 5.5 (claude-opus-5-5) via Claude Code in T3 Code; reviews by GPT-6.1 Sol (Codex) and Claude Opus 5.5.
No code changes; evidence and verification added below. The original note that a server-only change needs no captures is superseded: the message renders in the web/desktop Limits warning, the /usage-limits composer banner, the thread-details Usage tooltip, and the native Limits screen and composer cards, and each was captured. Main was merged in by merge commit; the PR diff is unchanged (2 files, +42).
Evidence
Before = merge-base eef35b0, after = 8d1ec13 (the code head; the later main merge does not touch these paths), each run as the real app from its own checkout against fresh synthetic databases (T3CODE_DEV_SEED=0) and a synthetic Grok account whose billing request answers xAI's Legacy-mode 403. Fixture matrix. Diff0 amplifies any RGB delta; DiffT highlights max-channel delta >8/255.
Environment, web: real app, ChromeHeadlessShell 156, CSS resize, no device emulation, DPR 2, font 100%/16px; 1440×1000 and 390×844; frozen JS Date 2026-11-03T00:00Z; no reduced-motion override available, so stills were accepted only when two frames 500 ms apart were pixel-identical. Desktop shares the web renderer. Native: pooled iPhone 17 Pro simulator (402×874 pt, DPR 3) and Pixel 9 emulator (Android 16, 411×923 dp, DPR 2.625, Gboard), real React Native dev client, font scale 1, stills via agent-device screenshot --normalize-status-bar, iOS Reduce Motion and non-blinking cursor on both sides. Android M3's recording is a labelled screenshot sequence (the pooled recorder failed).
What else changed (all from the longer sentence):
The privacy sentence replaces the generic failure only for privacy failures; the generic forbidden text and healthy Weekly 73% windows keep their wording and values.
Warnings, banners, cards and the W5 tooltip grow to fit it, which moves later rows, separators, scrollbars and the native composer warning heading; W4's 390 list content grows 452→580 px inside the same 338 px viewport. Composer and keyboard stay in place.
Diff0 only, M3 iOS light with keyboard: 1,071 translucent-composer pixels ≤2/255. Two launches of the same base revision with identical text differ by up to 5/255 in that region, so this is renderer noise, not the PR. Every other native pair has zero Diff0 pixels outside the guidance and the layout it moves (status bar normalized, animated battery glyph matched by phase, no pixel editing).
R1 web before recording only: a brief "Checking Grok CLI availability…" toast during the reconnect after the backend restart. It is reconnect timing in the unchanged CLI check, not the PR; both clips settle on the same warning.

Native stills were recaptured with a normalized status bar after pass 2 flagged clock and caret noise; pass 2b accepted every DiffT but rejected zero-threshold battery-glyph and header noise in 8 pairs; those 8 were recaptured and pass 2c returned VERDICT: SUFFICIENT for all 12 entries (raw hashes re-verified, M3 composer control checked independently).
CI on the main merge dc034f7: Build and Typecheck, Check (+14), Native fingerprint diff, Agent context budget green; preview deploys skipped.
Unverified surfaces: none outside Linux. Android M3 continuous animation timing is shown as a screenshot sequence only.

…de hint
These tests reproduce #28094: a 403 carrying the WKE=privacy-mode marker
still reports the generic usage-limits failure.

…usage limits
xAI answers the billing probe with 403 and a `WKE=privacy-mode:` marker
when the account's privacy setting is Legacy (no storage). Recognise that
marker and show a fixed T3-authored hint instead of the generic failure,
without echoing the upstream body.

Macroscope's review found this PR approvable — Grok usage-limit failures caused by legacy privacy settings now display a specific instruction to switch to Privacy Mode. This changes only the diagnostic message; account settings and existing request safeguards remain unchanged.

When the Grok billing endpoint returns HTTP 403 with a privacy-mode marker, the usage-limit probe returns a specific Privacy Mode message. A test checks the result and confirms the raw error is not included.
The probe recognizes the privacy-mode marker in a 403 response and returns unavailable limits with reason probeFailed and a Privacy Mode message. The test checks the result and verifies that the message omits the marker and raw error.
The actionable message is implemented, but its exact user-facing wording is not fully protected by the test.

Full details: Linked Issues check
Explanation
Issue #28094 is the only directly linked issue, and it is open. Its requirement is an actionable Usage → Limits message when the billing request returns a 403 with the WKE=privacy-mode:legacy marker. The whole-PR diff (merge base cefb544 to head dc034f7) adds this behavior in packages/provider-grok/src/server/usageLimits.ts. For a 403 response, readGrokAccount decodes the body with GrokErrorResponse ({ error: string }). If error contains "WKE=privacy-mode:", it returns makeUnavailableUsageLimits with reason probeFailed and the message "Switch your xAI account to Privacy Mode to show Grok usage limits." The message is fixed. Upstream text is not returned. The whole Effect.gen block is wrapped in Effect.timeout and Effect.orElseSucceed(() => probeFailed). So a non-JSON 403 body, a JSON body without a string error, a 403 without the marker, and other non-OK statuses all fall back to the generic "Grok could not read usage limits." The account stays visible, and the next probe runs again. apps/server/src/provider/GrokProvider.test.ts adds the test "tells accounts in Legacy (no storage) to switch to Privacy Mode". It checks reason probeFailed, a /Privacy Mode/ message, and that the message does not contain WKE= or the upstream sentence. The issue's suggested behavior is implemented. The PR does not require client changes, because clients render unavailable.message through the shared limitsNotice path. No unmet coding requirement was found. The live xAI 403 was not tested, so the match relies on the issue's reported body and the synthetic test fixture.
Full details: Out of Scope Changes check
Explanation
The whole-PR code changes are limited to two files: packages/provider-grok/src/server/usageLimits.ts (+12 lines, the GrokErrorResponse schema and the 403 marker branch) and apps/server/src/provider/GrokProvider.test.ts (+30 lines, one focused test). Both implement issue #28094. The schema and branch are the fix. The test verifies the fix and the redaction of upstream text. No unrelated behavior, refactor, or configuration change appeared in the inspected diffs. The PR description's evidence and capture material is documentation, not repository code, and does not affect scope. The file list was not diffed in full, so this verdict relies on the supplied change summary for the absence of other changed files.

Assert the complete Privacy Mode message.
toMatch(/Privacy Mode/) allows any message containing those words. It does not protect the required user-facing contract. Assert the exact message and keep the checks that exclude the marker and upstream error text.

In the privacy-mode limits test, replace the partial Privacy Mode match in the
`limits.unavailable?.message` assertion with an exact comparison against the
expected user-facing message. Keep the existing checks that exclude the marker

Problem
When xAI refuses Grok Build because the account's privacy setting is "Legacy (no storage)", Usage → Limits only says "Grok could not read usage limits." Here
GET https://cli-chat-proxy.grok.com/v1/billing?format=creditsanswers 403 with{"error": "... Switch to Privacy Mode to use Grok Build. [WKE=privacy-mode:legacy]"}, andreadGrokAccountthrows that answer away, so users can't tell what's wrong or how to fix it.Reproduced on main (2359643) by running
readGrokAccountagainst that exact 403 response. It returns{"reason":"probeFailed","message":"Grok could not read usage limits."}, the same value the reporter found in~/.t3/caches/grok.json.Change
On a 403 from the billing endpoint,
readGrokAccountdecodes the{ error }body. If the body carries xAI'sWKE=privacy-mode:marker, it returnsprobeFailedwith a fixed message: "Switch your xAI account to Privacy Mode to show Grok usage limits." The account keeps showing and keeps being re-probed, so the limits come back once the setting changes.Any other status, a body that isn't JSON, or a 403 without the marker gives the same generic message as before. Upstream text is never shown to the user. Clients already render
unavailable.messagethrough the sharedlimitsNotice, so web, desktop and mobile need no change.Scope and approval
