The right panel shortcut worked in threads but did nothing on the PR page. Handle the same rightPanel.toggle command there and show the configured shortcut in the toggle tooltip.
Reuse the existing toggle action to preserve the selected PR and keep the URL in sync. Changes from Settings apply without a restart. Keep the existing command palette and handled-event guards.
Verified with 127 focused tests, web typecheck, targeted lint and formatting, and a browser regression that failed before the fix and passed after it. Browser checks cover default and custom shortcuts, 1280px and 760px widths, and keyboard guards. Lint reports existing warnings outside the changed lines.
