In any custom theme, the right-panel and terminal toggles looked exactly the same whether or not they had anything to open. The themed rule that gives these controls the toolbar foreground matches at specificity (0,3,1), which outranks the ghost variant's own disabled color at (0,2,0), so `disabled:text-muted-foreground` never applied. The default theme escaped it only because `applyThemePalette` leaves `data-theme-id` unset there. Restate the disabled color in the same place, mixing the themed toolbar foreground toward the toolbar background so it lands near the default theme's muted foreground in both light and dark appearances. Merges `upstream/main` at `e81606494` into the fork, from merge base `02297e3db` — 47 upstream commits. The theme of this range is scopable settings: upstream made every server setting addressable at a scope (global / environment / project) with per-project overrides, which is why 11 of the 15 conflicts are settings files. The button that opens the right panel is greyed out when there's nothing to open. In any custom theme it wasn't actually greyed out — it looked identical to a working button. Now it's dimmed everywhere.
Problem
