ApprovabilityVerdict: Not approved Macroscope's review found this PR not approvable — This production web UI change alters the default pull-request experience by hiding completed checks until explicitly expanded, alongside broader metadata and section presentation changes. Because product defaults and interactive summary behavior change, human review is warranted. You can add or adjust custom eligibility rules. Learn more. |

The pull request summary used too much space for metadata and completed checks, with bright disclosure controls and repeated borders competing with the content. Reviewers and labels now share an icon-led strip, completed checks start collapsed while actionable checks remain visible, and muted headings and chevrons replace the extra chrome; the description label appears only when collapsed and all existing actions remain available.
Verified in the real web client using PR #10598, dark and light themes, 639px and 353px panels, description collapse/reopen, and completed-check show/hide. The 99 focused tests and web typecheck pass; targeted lint retains one existing array-index-key warning.
