This PR addresses #20259 by exporting a public formatter config type (OxfmtConfig) from the apps/oxfmt JS/TS API, aligning oxfmt with oxlint’s convention of exposing a top-level config type for easier extension in JS/TS configs.
Changes:

FormatConfigand adjust type aliases/deprecations around the existing*Optionstypes. - Update the
