fix(linter): enhance diagnostic help messages for eslint rules

no_unused_private_class_members and no_restricted_globals.

Add .with_help() to diagnostics that only provide a warning message,
giving developers actionable guidance on how to resolve each issue.

• no_unused_private_class_members: Remove the declaration or use it in the code
• no_restricted_globals: Use a local variable or function parameter instead
