Describe the pull request

Update xtensor to version 0.24.0 to fix

CMake Error at C:/Users/dahub/AppData/Local/vcpkg/scripts/buildsystems/vcpkg.cmake:778 (_find_package):
  Could not find a configuration file for package "xsimd" that is compatible
  with requested version "7.4.4".

  The following configuration files were considered but not accepted:

    C:/Users/dahub/AppData/Local/vcpkg/installed/x64-windows/share/xsimd/xsimdConfig.cmake, version: 8.0.3

Note: no feature need to test
