…e#3071) This change optimizes our check for referenced data files in BaseRowDelta by pushing down the conflict detection filter. Previously, we would open manifests even though they belonged to partitions out of our interest.
This should improve performance by allocating the correct size directly rather than reallocating later.

I will apply this PR to this branch as soon as it is merged (to keep the git history clean): #3386 There are a few patches in here that likely won't come in, but I needed to add them to show what issues were causing things to not be cleanly backported / cherry-picked. |

This is the beginning work of cherry-picking commits for 0.12.1.
Opening this to keep track of progress as I'm applying cherry-picks.
Some of these patches might not be included, but were needed to cleanly backport all patches that were originally intended to be included in this batch.
Please don't necessarily consider this a source of truth, merely a draft 🙂
