refactor(router): refactor random/RR/LL/pow-of-2 as builtin plugins - #17713
--router-mode random, round-robin, least-loaded and power-of-two were bespoke code: algorithms in dynamo-runtime and a mode switch in dynamo-llm's routing host. They're now ordinary plugins in lib/router-plugins, looked up by type name like any other policy, and each algorithm lives only in its plugin. CLI behavior is unchanged.

Loading
Two callers, one plugin. Blue: for an LLM request, the routing host chooses a worker with the plugin (looked up by type name at startup), then sends through PushRouter. Orange: callers that use PushRouter directly call round_robin() and friends; PushRouter chooses through the InstanceSelector it was built with, which is the same plugin, then sends.
Code refactor by crate:
Crate (+lines / −lines)
Before (PR 1)
After
dynamo-runtime (+280 / −620)
RoutePicker held all five selection algorithms; BuiltinRoutePicker exposed them to the router; PushRouter had a separate code path per mode
PushRouter picks round-robin, random, least-loaded and power-of-two through an InstanceSelector, a new runtime trait, passed in PushRouterOptions::selectors and resolved when the router is built. round_robin(), random(), power_of_two_choices() and least_loaded() are aliases over one select path. Device-aware weighted keeps its algorithm in the runtime (routing_policy/device_aware.rs). RoutePicker, RoutePolicy and BuiltinRoutePicker are removed.
dynamo-llm (+170 / −185)
BuiltinWorkerSelector mapped --router-mode to a BuiltinRoutePicker
The routing host looks up the mode's plugin by type name and runs it; routing_host/builtin.rs is renamed hosted.rs. push_router_options() passes the plugins to every PushRouterdynamo-llm builds.
dynamo-router-policies (+209 / −1)
Named dynamo-custom-policy-builtin, as on main: the default cost fn, two-tier and ThunderAgent
Renamed dynamo-router-policies, since it holds every policy Dynamo ships. Adds the random, round-robin, least-loaded and power-of-two plugins, which hold the algorithms.
dynamo-kv-router (+61 / −41)
WorkerSelectionInput::Hosted, as on main, was how the routing host ran a built-in mode through BuiltinWorkerSelector. PR 1 added HostedWorkerPicker
WorkerSelectionInput::Hosted is removed: the routing host runs a mode's plugin through HostedWorkerPicker. HostedWorkerPicker also implements the runtime's InstanceSelector, behind the existing runtime-protocols feature. Adds RouterPluginRegistry::resolve_type and WorkerSelectionContext::is_preview.
The crate rename also touches imports in dynamo-mocker, the Python bindings and the inference gateway; the bindings' Client also passes the plugins (+10 / −9).
Line counts are against PR 1, the base of this PR, and exclude tests, docs, comments and blank lines.
Key Changes
Core logic: +730 / −856 lines, net −126 (excluding tests, docs and comments). The first commit is only the crate rename. Most need review:
Router modes as plugins: types random, round-robin, least-loaded and power-of-two, registered in every build.
InstanceSelector: how PushRouter picks an instance for a mode. It's a runtime trait because dynamo-runtime can't depend on dynamo-kv-router; HostedWorkerPicker implements it, so PushRouter runs the same plugin as the routing host.
PushRouterOptions::selectors: the selectors a router uses, resolved once when it's built; dynamo-llm's push_router_options() supplies the plugins.
RouterPluginRegistry::resolve_type(name): builds a policy by type name without a policy file.
WorkerSelectionContext::is_preview(): lets a stateful picker skip advancing on a peek, which keeps round-robin's rotation identical to main. Hidden from the docs until custom pickers can run on the hosted path.
Changed:
Breaking (Rust):dynamo-custom-policy-builtin is renamed to dynamo-router-policies, since it holds every policy Dynamo ships. The custom-catalog crate keeps its name.
Breaking (Rust): a PushRouter whose mode is round-robin, random, least-loaded or power-of-two must be built with PushRouterOptions::selectors, or construction fails; so must one whose round_robin() or random() is called. The mode methods keep their signatures. BuiltinRoutePicker and the old WorkerSelectionInput::Hosted input are removed.
The routing host runs plugins only: BuiltinWorkerSelector is gone, and least-loaded still reserves under the same admission lock.
Not yet: device-aware weighted stays in PushRouter until it becomes a plugin. A policy file can already name a mode type, but under --router-mode kv it runs on the KV path.
Validation
The mode plugins' tests cover each algorithm's choices, tie-breaking and how many samples and loads it reads, matching main's.
Every mode resolves by name and runs without KV state. On the KV path, each picks only eligible workers.
Routing host:
round-robin rotates, and peeks don't advance it;
least-loaded and power-of-two require in-flight counts;
non-plugin modes are rejected.
PushRouter: selectors resolve once per mode and are required for the four modes. Its existing transport, occupancy, fallback and fault-detection tests pass with stand-in selectors.
The existing routing-host tests pass unchanged: occupancy reservations, LoRA, affinity.
cargo fmt --check; cargo clippy --no-deps --all-targets -- -D warnings on dynamo-runtime, dynamo-kv-router, dynamo-router-policies, dynamo-llm, dynamo-mocker, the Python bindings and the runtime examples.
cargo test: dynamo-runtime (library and integration), dynamo-kv-router, dynamo-router-policies, and dynamo-llm's router, discovery and admission tests; doc tests; --locked on every lockfile; cargo machete.
KV-path benchmarks (default_selection, default_lifecycle, worker_selection, selection_core) were within run-to-run noise of the previous PR, with allocation counts unchanged. Later commits don't touch the KV selection path.
Benchmark Results
Router-mode benchmark, release profile (codegen-units = 1, thin LTO), local and not part of this PR. Before is PushRouter's own selection with the algorithm inline, as on main. After is PushRouter running the mode's plugin through InstanceSelector. Routing host runs the plugin through HostedWorkerPicker directly, as RoutingHost does; that path is the same in both runs.

Running a mode as a plugin costs about 30 ns per selection. The extra call through InstanceSelector adds nothing measurable: PushRouter's path is a few nanoseconds faster than the routing host's, which builds a request with a 2048-token prompt.
Least-loaded also costs about 0.76 ns per worker, because the plugin reads each in-flight count through a closure it can't inline. Here the counts are a plain array, so the relative cost looks large; a real PushRouter reads them from the occupancy DashMap (about 18 µs per selection at 1024 workers), where the same 0.78 µs is about 4%.
No path allocates per selection.
Concurrent: every thread selects at once against one shared selector and occupancy state, and least-loaded and power-of-two reserve under the admission lock and release right away. Throughput, as selections per second summed over all threads (M = million, G = billion, k = thousand), before → after:

least-loaded

43k → 40k
39k → 36k
34k → 30k
At 64 workers the pattern is the same. Random drops by the fixed per-call cost. Round-robin is bound by its shared cursor from 4 threads up. Power-of-two is bound by the admission lock and unchanged. Least-loaded holds the lock about 0.8 µs longer per selection, so it loses up to 12% at 12 threads; with DashMap loads that's about 4%. Every mode stays at least 1000× above a frontend's request rate.
For comparison, jthomson04's measurements of the routing host's path from main to this PR, which this change leaves as is:

least-loaded, 1024 workers
18.75 → 19.57 µs (+4.3%)
627 ns → 1.41 µs (+0.78 µs)
PushRouter's callers now pay the same plugin cost the routing host already pays: about 20–30 ns per selection, and about 0.8 µs per least-loaded selection at 1024 workers. The concurrent runs above use up to 12 threads with reservations released immediately, not jthomson04's 64-caller flood with reservations held in flight.

Summary by CodeRabbit
New Features
Added random, round-robin, least-loaded, and power-of-two worker-selection modes for hosted routing.
Added shared selection algorithms, including device-aware selection that can prioritize workers with cache hits.
Preview selections can inspect round-robin choices without advancing the selection cursor.
Bug Fixes
Hosted routing modes now resolve through the router policy registry and report errors when a policy cannot be resolved or used for the requested routing mode.
… on the hosted path
Plugins can now be shared across request threads without a lock, and a
picker-only policy can run outside the KV scheduler through a new hosted
entry point. This is the foundation for running the non-KV router modes as
ordinary plugins.
- WorkerFilter::keep, WorkerScorer::score and WorkerPicker::pick take
&self, and the traits require Send + Sync. The default policy keeps its
per-call state in a local and its sampling scratch in a thread-local
buffer, so selection still allocates nothing.
- WorkerSelectionPolicy::into_hosted_picker returns a HostedWorkerPicker
for a picker-only policy that declares at most ACTIVE_REQUESTS and has no
runtime config; HostedWorkerPicker::select picks over a lazy view of the
host's worker IDs with no candidate rows and no lock.
- WorkerInputs::ACTIVE_REQUESTS replaces OCCUPANCY (deprecated alias until
v1.9), with WorkerInputView::active_requests(row), len() and is_empty().
- HostedSelectionRequest carries a hosted selection's request metadata.
BREAKING CHANGE: worker-selection plugin methods take &self instead of
&mut self, and the plugin traits require Send + Sync. A plugin that
mutates state between calls must use atomics or a lock.

The crate holds every router policy Dynamo ships, including the routing
modes from the next commit; "custom" no longer described it. Mechanical:
the package name, its dependents' manifests and use paths, and both
lockfiles. The directory stays lib/router-plugins/builtin, and the
custom-catalog crate keeps its documented name.
BREAKING CHANGE: Rust dependents import dynamo_router_policies instead of
dynamo_custom_policy_builtin.

--router-mode random, round-robin, least-loaded and power-of-two now
resolve by type name in the router plugin registry and run as ordinary
worker-selection plugins on the hosted path. Every selection algorithm
lives once, in the new dynamo-routing-algorithms crate.
- dynamo-routing-algorithms (lib/router-plugins/algorithms): random,
round-robin, least-loaded, power-of-two and device-aware selection,
index-based, depending only on fastrand.
- dynamo-router-policies: four &self pickers in router_modes, thin
adapters over the algorithms, registered in default_registry().
- dynamo-runtime: RoutePicker dispatches to the shared algorithms;
BuiltinRoutePicker is removed. PushRouter's API is unchanged.
- dynamo-kv-router: WorkerSelectionContext::is_preview,
HostedSelectionRequest::with_preview and
RouterPluginRegistry::resolve_type; the old WorkerSelectionInput::Hosted
variant is removed.
- dynamo-llm: RoutingPolicy::Hosted(HostedWorkerPicker) replaces
BuiltinWorkerSelector for the main and LoRA selectors; previews do not
advance round-robin.
Device-aware weighted routing keeps its input plumbing in PushRouter for
now; only its algorithm moves.
BREAKING CHANGE: dynamo_runtime::pipeline::BuiltinRoutePicker and
dynamo_kv_router's WorkerSelectionInput::Hosted, into_hosted, hosted() and
HostedSelectionInputs are removed.

Walkthrough
This PR adds shared worker-selection algorithms, registers four hosted routing modes in the built-in policy registry, and routes hosted LLM selection through plugin pickers. It adds preview-selection context, delegates runtime picker algorithms to shared code, and renames the built-in policy crate across workspace consumers.
The built-in policy crate is now named dynamo-router-policies. Workspace dependencies, consumer imports, tests, benchmarks, and catalog documentation use the new name.
A new dynamo-routing-algorithms package provides random, round-robin, least-loaded, power-of-two, and device-aware selection. Tests cover empty inputs, sampling, load comparisons, cache hits, and CPU-share boundaries.
Add hosted selection context and lookup lib/kv-router/src/plugins/registry.rs, lib/kv-router/src/plugins/worker_selection/context.rs, lib/kv-router/src/scheduling/selector/*
Hosted selection requests pass a preview flag into worker-selection context. WorkerSelectionInput now represents configured inputs only. The plugin registry adds policy-type resolution using empty parameters.
The built-in registry registers random, round-robin, least-loaded, and power-of-two modes. The pickers use shared algorithms and report no eligible worker when selection has no candidate.
Use hosted pickers in LLM routing lib/llm/src/kv_router/routing_host*
RoutingHostBuilder resolves supported modes through the plugin registry and creates hosted pickers. Hosted selection, LoRA routing, occupancy selection, peeking, and related tests use the hosted picker interfaces.
Delegate runtime selection to shared algorithms lib/runtime/Cargo.toml, lib/runtime/src/pipeline.rs, lib/runtime/src/routing_policy/*
RoutePicker delegates selection to the shared algorithms while retaining occupancy admission behavior. The BuiltinRoutePicker wrapper and re-exports are removed. RouteDevice now re-exports the shared Device type.
Router modes now resolve through the plugin registry. Built-in frontends keep working, but custom-registry installs and the standalone EPP selector do not register the new mode providers. Fix both before relying on these modes outside the stock entrypoints.

Split router_modes.rs into router_modes/random.rs, round_robin.rs,
least_loaded.rs and power_of_two.rs. Each file holds its mode's type
name and picker. router_modes.rs keeps the shared helpers and the
registration, and re-exports the four type names, so callers are
unchanged.

Previously reported defects still present:
Original discussion: The standalone runner still supplies an empty registry by default, and Selector only adds the default factory. Policy files selecting the newly introduced routing-mode types therefore still fail resolution with UnknownType.
Original discussion: Verified still present at the reviewed head: install_router_plugin_registry accepts an empty or custom-only registry and adds only the default factory. RoutingHost construction now resolves random, round-robin, least-loaded, and power-of-two through that registry, so those modes fail with UnknownType for these public API callers.

No added contention. Random scales 64× in both arms, so its gap is the same fixed per-call cost. The lock-bound modes are unchanged. Round-robin's gap is on the shared cursor at 20M+ selections/s, about 1000× a frontend's request rate. Not blocking.
The flood does show the admission lock was already the bottleneck for the load-based modes before this PR. Power-of-two drops from about 7M selections/s with one caller to about 450k with 64. parking_lot's slow paths take about 60% of cycles, and half of the lock time is spent releasing reservations. Least-loaded at 1024 workers tops out at about 40k/s per host, with 82% of cycles in RoutingOccupancyState::load inside the lock. Suggestions are inline; fine as a follow-up.
PushRouter created its occupancy state only for modes that require it, but
picked with in-flight counts whenever its selector reads them. A catalog that
overrides round-robin or random with such a picker failed every request.
Create the state when the mode or any resolved selector reads the counts, and
book pinned requests whenever the state exists.
Also log why mode_selectors() could not build a router-mode plugin instead of
dropping the error.

The three merges of main keep every change of main, and the patch of this PR is the same before and after them. A merge with main at f492fcf9a9 has no conflict.
Every PushRouter that the repository builds passes selectors or uses Direct. On this head, Client.round_robin() and Client.random() of the Python bindings work with the same rotation as the base, and the hello_world example runs.
The frontend with four mocker workers, each mode at this head and at the base:

Round-robin sent 16 sequential requests in ascending worker-ID order on both trees. In 400 requests at concurrency 32, each mode gave each worker 95 to 109 requests on both trees.
Tests on this head: dynamo-router-policies (112 passed), push_router (42 passed) and dynamo-llmkv_router (491 passed). A deliberate break of resolve_selectors, of round-robin previews and of the power-of-two comparison each fails a test of this PR.
CI on this head skips test_mocker_router for every mode, as on main. test_mocker_router_soak passed for round-robin and random. No CI test runs least-loaded with mocker workers.
Bring in main after #17713 landed. This branch already holds #17713's
changes from the stacked PR 2 commits, so the merge adds only main's
commits before the squash.

- ai-dynamo#17712 host-path routing modes for worker-selection plugins: &self + Send + Sync plugin traits and WorkerInputs::ACTIVE_REQUESTS (deprecated OCCUPANCY alias) in dynamo-worker-selection and dynamo-router-protocol; HostedWorkerPicker and HostedSelectionRequest in dynamo-worker-selection (hosted.rs), reporting SelectionFailure, which the kernel converts into KvSchedulerError; the InstanceSelector adapter in lib/llm (HostedInstanceSelector); the compat test's hosted coverage in kv-router's prelude test.
- ai-dynamo#17713 random/round-robin/least-loaded as builtin plugins: router_modes in dynamo-router-policies (renamed from dynamo-custom-policy-builtin) importing the prelude; RouterPluginRegistry::resolve_type in kv-router; the frontend's hosted path through dynamo_worker_selection::host.
- ai-dynamo#17899 1.7.0 removals: taken whole; the alias and the setter were gone at the head; power-of-two never arrives.
- ai-dynamo#17657 single-source fetch continuations: KvTransferSourceInterval and source_intervals in dynamo-kv-indexer, the bucketed summary in dynamo-kv-hints, the interval filter in the kernel's resolver; tests in the kernel.
- ai-dynamo#17856 KVCR hints in offline replay: mocker and lib/llm bodies; supports_kv_transfer_chain_retention on the flat config; its indexer-vs-config test in kv-router's core host tests.
- ai-dynamo#17794 vLLM partial-tail filter and ai-dynamo#17126 SGLang engine-owned multimodal pads: dynamo-kv-events zmq_wire (mm_exclusion.rs); the codec-plus-indexer tests in dynamo-kv-indexer; the engine_owned_mm_identity worker flag through the kernel's WorkerRequest, kv-router's indexer registry and run config, and the bindings.
- ai-dynamo#17653 SGLang 0.5.23: pad constant docs in dynamo-multimodal.

Overview
--router-mode random,round-robin,least-loadedandpower-of-twowere bespoke code: algorithms indynamo-runtimeand a mode switch indynamo-llm's routing host. They're now ordinary plugins inlib/router-plugins, looked up by type name like any other policy, and each algorithm lives only in its plugin. Key Changes
Core logic: +730 / −856 lines, net −126 (excluding tests, docs and comments). The first commit is only the crate rename. Most need review:
routing_host/builder.rs:--router-moderesolves its plugin by type name.router_modes/: the four plugins and their algorithms, one file each.push_router.rs:resolve_selectorsandselect_by, the one path the mode methods share.routing_policy/selector.rsandkv_router/plugins.rs: theInstanceSelectortrait anddynamo-llm's selectors.New:
random,round-robin,least-loadedandpower-of-two, registered in every build.InstanceSelector: howPushRouterpicks an instance for a mode. It's a runtime trait becausedynamo-runtimecan't depend ondynamo-kv-router;HostedWorkerPickerimplements it, soPushRouterruns the same plugin as the routing host.PushRouterOptions::selectors: the selectors a router uses, resolved once when it's built;dynamo-llm'spush_router_options()supplies the plugins.RouterPluginRegistry::resolve_type(name): builds a policy by type name without a policy file.WorkerSelectionContext::is_preview(): lets a stateful picker skip advancing on a peek, which keeps round-robin's rotation identical tomain. Hidden from the docs until custom pickers can run on the hosted path.Changed:
dynamo-custom-policy-builtinis renamed todynamo-router-policies, since it holds every policy Dynamo ships. The custom-catalog crate keeps its name.PushRouterwhose mode is round-robin, random, least-loaded or power-of-two must be built withPushRouterOptions::selectors, or construction fails; so must one whoseround_robin()orrandom()is called. The mode methods keep their signatures.BuiltinRoutePickerand the oldWorkerSelectionInput::Hostedinput are removed.BuiltinWorkerSelectoris gone, and least-loaded still reserves under the same admission lock.Not yet: device-aware weighted stays in
PushRouteruntil it becomes a plugin. A policy file can already name a mode type, but under--router-mode kvit runs on the KV path.Validation
main's.PushRouter: selectors resolve once per mode and are required for the four modes. Later commits don't touch the KV selection path.Benchmark Results
Router-mode benchmark, release profile (
codegen-units = 1, thin LTO), local and not part of this PR. Before isPushRouter's own selection with the algorithm inline, as onmain. After isPushRouterrunning the mode's plugin throughInstanceSelector. Routing host runs the plugin throughHostedWorkerPickerdirectly, asRoutingHostdoes; that path is the same in both runs.Median time per selection, one thread:
InstanceSelectoradds nothing measurable:PushRouter's path is a few nanoseconds faster than the routing host's, which builds a request with a 2048-token prompt.PushRouterreads them from the occupancyDashMap(about 18 µs per selection at 1024 workers), where the same 0.78 µs is about 4%.Concurrent: every thread selects at once against one shared selector and occupancy state, and least-loaded and power-of-two reserve under the admission lock and release right away. Throughput, as selections per second summed over all threads (M = million, G = billion, k = thousand), before → after:
At 64 workers the pattern is the same. Random drops by the fixed per-call cost. Round-robin is bound by its shared cursor from 4 threads up. Power-of-two is bound by the admission lock and unchanged. Least-loaded holds the lock about 0.8 µs longer per selection, so it loses up to 12% at 12 threads; with
DashMaploads that's about 4%. Every mode stays at least 1000× above a frontend's request rate.For comparison, jthomson04's measurements of the routing host's path from
mainto this PR, which this change leaves as is:main→ this PRPushRouter, before → afterPushRouter's callers now pay the same plugin cost the routing host already pays: about 20–30 ns per selection, and about 0.8 µs per least-loaded selection at 1024 workers. The concurrent runs above use up to 12 threads with reservations released immediately, not jthomson04's 64-caller flood with reservations held in flight.Issues and Ongoing Work
