feat(router): add pluggable hint policies to the router - #17359
Adds hint policies as a third router plugin role, beside request classifiers and worker-selection policies. A hint policy turns a booking's facts, and any KV copy the worker-selection policy committed the booked worker to, into engine-directed KV actions for that worker; worker choice stays with the worker-selection policy. This PR adds the interface, configuration and hint stage. Followup PR's in stack refactors the bespoke KV fetch logic out of the router into plugins: #17647 adds kvcr, a worker-selection policy that commits copies, and #17360 moves the KV fetch hint out of router core into a builtin kv_fetch hint policy.

Summary
Hint policies, a new router plugin role. Added via the HintPolicy trait (required_worker_inputs, commitments, build_hints) in lib/kv-router/src/plugins/hint_policy.rs.
Request context for hint policies. Added via HintContext in plugins/hint_policy.rs: request ID, booked worker, isl_tokens, block size, session context, and copy data only for policies that declare it.
Per-role hint-policy config. Added via the hint_policies section of --router-policy-config, parsed in plugins/hint_policy/config.rs. A role it doesn't list runs the default hint policies; [] opts out.
Router responsibilities, resolved once per role. Added via resolve_role and RouterResponsibilities in plugins/resolve.rs, which turn plugins' declarations into what the router prepares and runs, and reject conflicting plugins at startup.
Hints on every booking. Added via compose_kv_hint in plugins/hint_policy/runtime.rs, called from booking_hint in services/selection/core/hint.rs for direct bookings and two-phase reservations. It puts the policies' payloads in one KvHint envelope, after the router's own kv.fetch.
Generic action numbering instead of a hardcoded fetch ID. Added via KvHint::append_numbered in lib/kv-router/src/kv_hints.rs, which numbers every action a1, a2, … as it goes into the envelope. Main's KV_HINT_FETCH_ACTION_ID ("a1", in router core's services/selection/core/run.rs) is deleted, so policies never coordinate action IDs.
KV-path check. Added via build_router_config in components/src/dynamo/common/configuration/groups/router_args.py and check_hint_policies_route_on_kv_path in lib/llm/src/kv_router/routing_host/builder.rs: configured hint policies under a non-KV --router-mode fail at startup instead of being dropped.
Copy types for the next PRs. Added via KvCopySource and KvCopyLocations in kv_hints/sources.rs, and Commitments in plugins/worker_selection/commitments.rs.
This PR registers no hint-policy types, so it has no runnable configuration example; #17360 adds one with the builtin kv_fetch.
Key Changes
Core logic: about 1,405 added and 230 removed lines, excluding tests, docs, comments and blank lines. About 115 of the added lines are scheduling/selector/rows.rs, a pure move.
Review first:
lib/kv-router/src/plugins/hint_policy/runtime.rs:117 (compose_kv_hint): run order, numbering, the 32-action cap, and when a booking fails.
lib/kv-router/src/plugins/resolve.rs:97 (resolve_role): which declarations start resources or fail startup.
lib/kv-router/src/services/selection/core/run.rs:497 (in run_selection_inner) and reservations.rs:428 (in finalize_reservation): the two calls into the stage, made while the booking is still armed so a failure releases it.
The candidate rows (CandidateData, WorkerInputRows, WorkerCacheData, CacheSnapshot) move from plugins/worker_selection/inputs.rs to scheduling/selector/rows.rs, and the hint stage into plugins/hint_policy/runtime.rs, in a pure-move commit ahead of the logic changes.

Hint policies are a third router plugin role, beside request classifiers
and worker-selection policies. A policy returns KV actions for the booked
worker through HintPolicy::hint_kv_locality, once per booking, after
booking and outside the scheduler actor. Worker choice stays with the
configured worker-selection policy.
The router composes its existing fetch first, then each policy's actions
in configured order, accepting or dropping each policy's output whole.
Two-phase reservations run the hint policies for the worker they book.
Providers register through RouterPluginRegistry::register_hint_policy and
are enabled per worker role in the router policy config's hint_policies
section; declared inputs start the KV index and its subscription.

This change adds per-role KV hint policies, resolves their configuration and worker inputs, and composes policy actions with router-fetch hints during bookings. Router startup validates KV-mode requirements. Replay rejects configurations that contain hint policies.
Combines policy and selection inputs, resolves role responsibilities, and uses the resulting inputs when preparing router resources.

Rejects configured hint policies on non-KV routing paths and rejects hint-policy configuration in replay. Documents the policy configuration and constraints.
Hint policies are added behind explicit configuration, and the remaining issues are narrow. A malformed hint_policies value is not reported in non-KV modes. The pending-selection cache's byte estimate undercounts retained session headers, though the entry-count cap still bounds memory. Both are small fixes that can be made before or shortly after merge.

Validate the hint_policies YAML shape.
In non-KV mode, a non-mapping value bypasses the Python check. The Rust loader does not receive the policy file on this path, so the malformed configuration can go unnoticed.

Count the full SessionContext size in entry_bytes.
The new session_context field keeps agent_headers. The ingress allows up to 32 KiB of headers per request. entry_bytes counts only session_id().len().
The max_bytes budget therefore undercounts each pending selection. Only the max_entries cap bounds memory in this case. Include the parent session ID and the header names and values in the estimate.
