fix(kv-router): filter vLLM partial-tail KV events instead of warning on block-size mismatch - #17794
When a vLLM worker runs with --prefix-match-unit N below the physical KV block size, vLLM publishes full blocks at the block size and the trailing partial block of each prompt at the hash-unit size (BlockPool.cache_partial_block). The ZMQ converter rejects that partial block with Block not published. Block size must be <block> tokens to be published. Block size is: <N>. Routing is unaffected, since the router can only index full blocks anyway, but users read the warning as a misconfiguration.
This PR filters those partial-tail events in ZmqEventNormalizer before conversion. The normalizer records, per worker, whether a full-size block has been published. Only blocks that pass group filtering count, and AllBlocksCleared resets the history. Once a worker has published a full block, a smaller BlockStored event from it is a partial tail and is dropped at debug level with a new filter reason partial_block, reported through the existing filtered-event metric. A mismatch on the first event from a worker still reaches conversion and still warns, so a real block-size misconfiguration (for example --router-kv-block-size not matching the engine) stays visible.
The in-process vLLM worker and the vLLM sidecar both feed vLLM's ZMQ stream through this normalizer, so one change covers both.
Validation
cargo test -p dynamo-kv-router: 1140 passed, 0 failed.
New unit tests in lib/kv-router/src/zmq_wire/tests.rs:
cargo test -p dynamo-llm --no-default-features --lib kv_router::publisher: 124 passed. One unrelated event-plane batch test failed in the batch run and passed on rerun alone (pre-existing flake).
The warning was reproduced on GPU before the change (vllm-runtime:1.6.0, Qwen/Qwen3.5-4B, 528-token block, --prefix-match-unit 48), and router metrics confirmed full blocks were still accepted, which is the event shape this filter targets. Not yet re-tested on GPU with the patch applied; happy to do that if reviewers want it.

Walkthrough
The ZMQ event normalizer now tracks full-size KV blocks per worker. It filters later undersized blocks from workers with recorded full-size blocks. Tests cover initial undersized blocks, subsequent full blocks, and worker-specific history.

Summary
Track full blocks and filter partial tails lib/kv-router/src/zmq_wire/mod.rs, lib/kv-router/src/zmq_wire/tests.rs
The normalizer records workers that emit a full-size block and filters later undersized blocks from those workers with the PartialBlock reason. An initial undersized block still proceeds to conversion. Tests cover these cases and confirm that tracking is worker-specific.
The change correctly stops the misleading partial-tail warning for vLLM workers. In two edge cases, a rejected non-main attention group or a source restart after a clear, the tracked full-block history can hide a real block-size mismatch warning. Resetting or ordering that history correctly before merge would keep the diagnostic reliable. Normal routing of full blocks is unaffected.

Explanation
Issue [#17793] requires suppression of valid vLLM partial-tail warnings while preserving full-block routing and first-event mismatch warnings. ZmqEventNormalizer records full-size blocks per worker, filters later smaller BlockStored events with PartialBlock (partial_block), and leaves an undersized first event on the conversion path. The added tests cover filtering, mismatch warning behavior, and per-worker tracking. The full-block path remains unfiltered.
Full details: Out of Scope Changes check
Explanation
The changed production code adds the partial-tail filter and its metric label in lib/kv-router/src/zmq_wire/mod.rs. The added tests in lib/kv-router/src/zmq_wire/tests.rs verify the issue behavior. These changes directly support issue [#17793], and no unrelated change is shown.

Explanation
The description is mostly complete and clearly explains the problem, implementation, behavior, validation, known GPU-validation gap, and linked issue. It uses "## Summary" instead of the template's "Overview" and does not include separate "Key Changes" or "Issues and Ongoing Work" sections or the checklist, but the required information is largely present.

Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 4 functions across 2 files.

Address review: a full-size block from a filtered (non-main-attention) group
no longer proves the worker's block size, and AllBlocksCleared resets the
history so an engine that returns with a different block size still warns.
