feat(router): log the upcoming two-tier default for --router-mode kv - #17792
Announces the planned Dynamo 1.8 change to the default worker-selection policy for --router-mode kv, and isolates the host default so that change is a one-line edit. Behavior is unchanged. Part of DYN-5308.
lib/llm/src/entrypoint/input/http.rs: logs a WARN at frontend startup when --router-mode kv runs without a configured worker-selection policy (neither resolved plugins nor a selection in the policy file or DYN_ROUTER_WORKER_SELECTION_POLICY):
Starting with Dynamo 1.8, --router-mode kv will default to the two-tier cost function (dynamo-two-tier-cost-fn). To keep the current cost function, select a dynamo-default-cost-fn instance in --router-policy-config.
lib/llm/src/kv_router/plugins.rs: both host install paths (the installed catalog and the fallback registry) read the default factory from a single host_default_factory(). It still returns the current default, so the 1.8 swap only changes that function.

Walkthrough
The built-in two-tier cost function now supports load-only worker selection and has a default factory. The HTTP frontend warns about the Dynamo 1.8 KV routing default, and the developer guide documents the default policy and configuration option for retaining the existing cost function.

Summary
Picker and default factory lib/router-plugins/builtin/src/two_tier_cost_fn.rs, lib/router-plugins/builtin/src/lib.rs, tests/router/test_router_e2e_with_mockers.py
The picker can select the least-loaded eligible worker without cache inputs. The new factory sets cache-read behavior based on worker type and overlap score, and enables exclusive session affinity. The public API exports the factory, and the session-affinity test receives the nats event-plane fixture.
The HTTP frontend warns when KV routing has no custom worker-selection plugin. The guide documents the Dynamo 1.8 default and the option for retaining the previously described cost function.
The current routing default remains unchanged. Explicitly selecting the new factory limits live policy updates, and some configured policies may receive a misleading startup warning; account for both before the planned default switch.

Explanation
The description is mostly complete. It explains the planned default-policy change, lists the main implementation areas, and provides validation results. It uses ## Summary instead of the template headings, and it omits the Issues and Ongoing Work section, issue-closing entry, and checklist. These omissions are non-critical because the required change and validation details are present.

Explanation
Docstring coverage is 20.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 5 functions across 4 files. The HTTP frontend logs a startup notice when --router-mode kv runs without a
configured worker-selection policy: starting with Dynamo 1.8 the default
becomes dynamo-two-tier-cost-fn, and dynamo-default-cost-fn keeps the current
cost function.
Hosts now read the default worker-selection factory from one function in
kv_router::plugins, so the 1.8 swap changes only that function. Behavior is
unchanged.

Hosts that run the HTTP frontend without resolved plugins resolve the router
policy file later, so read the worker-selection selection from the config as
well before logging the notice.

CI babysit · merged main into the branch (e371924), resolving 1 conflict
Details
Why: the branch conflicts with main. I merged origin/main into the PR branch with a normal merge, not a rebase, and pushed it. The worktree was already clean, so I stashed nothing. Only lib/llm/src/kv_router/plugins.rs conflicted; lib/llm/src/entrypoint/input/http.rs, where the 1.8 notice lives, merged without conflict. Main's #17713 renamed the dynamo-custom-policy-builtin crate to dynamo-router-policies. It also made the host install with_defaults(registry), which adds the default policy and any missing routing mode, and added mode_selectors and push_router_options. Checks: cargo check -p dynamo-llm passes. cargo clippy --locked --no-deps -p dynamo-llm --lib -D warnings is clean. cargo fmt --check is clean. cargo test -p dynamo-llm --lib -- kv_router::plugins entrypoint::input::http passes 3 of 3; all three are in entrypoint::input::http, because no unit test exists under kv_router::plugins. The merge commit is ssh-signed. Head moved from 889d2c3 to e371924.
lib/llm/src/kv_router/plugins.rs: I kept both sides. From this PR: the single host_default_factory() function that every install path reads the default policy from, now pointing at dynamo_router_policies::default_factory(). From main: install is dynamo_router_policies::with_defaults(registry).with_default_factory(host_default_factory()), and the fallback is dynamo_router_policies::default_registry().with_default_factory(host_default_factory()). That keeps main's routing modes and makes this function the only place that picks the default. with_default_factory only sets a field, so applying it after with_defaults loses nothing. main's mode_selectors and push_router_options are kept unchanged.
