chore(web): React compiler rules apply to every web file

Problem

The React Compiler's bailout rules were errors only for files listed in apps/web/reactCompiledFiles.ts, with reactCompiledFiles.test.ts compiling each listed file. Every other web file could quietly fall out of compilation, and the list had to be maintained by hand. With the last failing files fixed, the list no longer needs to exist.

Fix

• The strict override in vite.config.ts now targets apps/web/src/**/*.{ts,tsx} directly.
• Deleted apps/web/reactCompiledFiles.ts (and its tsconfig.json include) and apps/web/src/reactCompiledFiles.test.ts.
• t3code/no-manual-memo is kept and now applies through the new glob. No upstream rule covers it: oxlint's react/preserve-manual-memoization only reports memoization the compiler cannot preserve, and no react/* or react-hooks/* rule flags a plain useMemo/useCallback. I checked with a probe file: only t3code(no-manual-memo) fired on it.
• Updated the React Compiler section of docs/internals/web-ui.md.

vp lint apps/web shows 0 errors under the new glob, so no follow-up fixes were needed. apps/web typecheck passes.

The compile test is kept as reactCompilerCoverage.test.ts. It now compiles every file under apps/web/src (1013 files, all clean), so bailouts that lint can't see (try/finally, throw inside try) still fail CI.
