feat(ast_visit): Utf8ToUtf16 translate back from UTF-16 to UTF-8

Add methods convert_offset_back and convert_span_back to Utf8ToUtf16, to convert UTF-16 offsets back to UTF-8. We'll use this in linter JS plugins to convert spans for errors/warnings coming from JS side.
