There's not. Currently tls12-download.exe detects HTTPS_PROXY in env vars. If it exists then it will skip IE Proxy detecion code. |

This PR solves the following RV_DEPS_OCIO build break on Windows caused by outdated vcpkg The fix consists in updating vcpkg to latest. ### Describe the reason for the change.
